- SOURCES SOUGHT NOTICE INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This sources sought is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Veterans Health Administration (VHA). Although "proposal" and/or "Offeror" may be used in this notice, any response will be treated as information only. The Veterans Health Administrations (VHA), Program Contracting Activity Central (PCAC) is conducting market research and is seeking information to assist the Government with identifying potential sources that are interested in and capable of performing the work described herein and as described in the draft Statement of Work (see Attachment 2). REQUIREMENT: The VHA, PCAC requires contractors to provide non-personal construction management support services for various VA Medical Centers (VAMCs) nationwide. The contractor shall furnish services including, but not limited to project engineering, planning; scheduling; communications; design assessments; safety compliance; testing compliance; record keeping; construction administration; cost estimating /budget control; change management and construction reporting and documentation management control. The contractor shall assist and coordinate review of Schematic Design (SDs), Design Development (DDs) and Construction Drawings (CDs) and assist in providing comments back to the developer s team. Professional design services will not be included in the scope. Services may also include data entry; monitoring/inspecting; reporting; and proposal review and coordination efforts as required. The contractor may also be required to provide a CPM Scheduler capable of developing, maintaining, and/or revising integrated master schedules. Projects include new and ongoing construction and renovations of existing buildings/spaces utilizing the design-build and design-bid-build project delivery approaches. Many of the existing buildings are historic properties. The building types include office buildings, hospitals, clinics, laboratories, warehouses, and other types of real property. Project sizes range from small remodeling or repair projects to multi-million-dollar new buildings or renovations of major existing buildings. At any given time, the projects are in various stages of development from pre-planning through design, construction procurement, construction, and post-construction. Per FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice. No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information. At this time no solicitation exists; therefore, please do not request a copy of the solicitation.
