Description

This is a pre-solicitation and a notice of intent to award a sole-source, fixed price purchase order to Angel Capital Association, 10977 Granada Lane, Suite 103, Overland Park, KS 66211 for commercial services prepared in accordance with FAR Parts 15. It is the intent of the National Institutes of Health (NIH), National Library of Medicine (NLM) under the authority of FAR 6.302-1 to procure for the Office of the Director (OD), Office of Extramural Research (OER), Angel Capital Association (ACA) Platinum Annual Partnership/Membership The NIH Office of Extramural Research (OER) supports extramural research by providing policy and guidance to the 24 NIH Institutes and Centers that award grants. OER serves as a vital interface for the biomedical research community by guiding investigators through the process of attaining grants funding and helping them understand and navigate through federal policies and procedures. OER's mission is to provide the corporate framework for NIH research administration, ensuring scientific integrity, public accountability, and effective stewardship of the NIH extramural research portfolio. Through interactions with major stakeholders, OER supports the research enterprise by ensuring appropriate policies, procedures and systems for oversight are in place while, at the same time, considering the impact on our research partners. Our responsibilities span a wide breadth of support systems including developing policies and procedures and providing electronic systems for extramural staff and more than 100,000 investigators worldwide. For many of these activities we provide support to other agency partners as well. OER in partnership with ACA, wants to help connect capital to NIH companies, by focusing in the following areas. 1) Directly connecting up to eight (8) companies into the ACA by underwriting them into the Innovation Showcase at the 2019 ACA Summit in Chicago; 2) Early on, for best preparation for the entire experience of the ACA Summit, use ACA to provide guidance for NIH, regarding best company type selection, and then partnering those companies with best matching mentors; 3) Continuous collaboration between NIH and ACA on the education of NIH deal flow and tools to increase overall investment focus and flows; 4) Production of an ACA webinar to help support NIH communication and outreach while positioning the NIH relationship as a high-level Annual Partner with ACA, to maximize effective communication and outreach opportunities throughout the entire year; 5) Women and Diversity. This is not a small business set-aside. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. This is not a Request for Quotation (RFQ), nor is a RFQ available; however, all responsive sources may submit a capability statement in a timely manner which will be considered by NLM. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Firms interested in responding to this notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received electronically at the Government infrastructure by 12:00 PM EST on Tuesday, December 4, 2018.
