Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THE INTENT OF THIS NOTICE IS TO IDENTIFY POTENTIAL QUALIFIED OFFERORS FOR MARKET RESEARCH PURPOSES FOR DETERMINING WHETHER TO SET-ASIDE THE REQUIREMENT FOR SMALL BUSINESSES. THIS IS NOT A SOLICITATION ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation; there is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Naval Facilities Engineering Command Southeast (NAVFACSE) is seeking qualified and interested parties in any of the following small business categories: U.S. Small Business Administration (SBA) certified 8(a), SBA Certified HUBZone Small Business (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EWOSB), and other Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability to perform the following proposed project: P-720 Design-Build, Atlantic Undersea Test and Evaluation Center (AUTEC) Austere Quarters, Andros Island, Bahamas DESCRIPTION OF WORK: This project will design and construct a new two story austere housing facility (approximately 35,000 SF) for temporary duty personnel with reinforced concrete foundation, precast concrete panel walls, and built-up roof. Project includes 60 austere style guest sleeping areas (4 guests per area) with each two guest sleeping unit sharing a head and shower area. Project includes spaces equipped for industrial-grade laundry equipment, self-service resident laundry, storage areas, mechanical/ electrical rooms, janitor closets, housekeeping spaces, telephone/ communications rooms, receiving entrance and reception desk. Site work includes site preparation, paving and site improvements, demolition of various structures, landscaping and electrical/mechanical utilities work. All interested sources including SBA certified 8(a), SBA Certified HUBZone, SDVOSB, WOSB, EWOSB, and other small businesses are encouraged to respond to this sources sought announcement. Submission of a response to this sources sought notice is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition to limit competition among 8(a), HubZone, SDVOSB, WOSB, EWOSB, or small business firms in lieu of full and open competition is in the Government ™s best interest. If adequate interest is not received from SB concerns, the Government will proceed to issue the solicitation as unrestricted, inviting full and open competition, without further notice. If the resulting solicitation is set aside for small business firms, the requirement will include FAR clause 52.219-14 Limitations on Subcontracting, which states for general construction that śThe concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. ť The North American Industry Classification System (NAICS) Code for this project is 236220-Commercial and Institutional Building Construction with a Small Business Size Standard of $36.5 million. The project will be for a term of two (2) to three (3) years. Project estimated cost, including demolition, is between $25,000,000 and $100,000,000. The information which must be contained in your response is as follows: 1. Completed SOURCES SOUGHT “ CONTRACTOR INFORMATION FORM A (attached) that provides information on your company including type of business and bonding. Contractor must be able to demonstrate a bonding capability of at least $30,000,000 per project. Note: If you are submitting as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ©. 2. Completed SOURCES SOUGHT “ PROJECT INFORMATION FORM B (attached) for each submitted relevant project. Ensure that the form is completed in its entirety for each project and is limited to no more than two (2) pages per project. Ensure the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the proposed Austere Quarters project requirements of this notice. Submit a minimum of two (2) to a maximum of five (5) new construction projects your firm has completed in the last seven (7) years as the prime contractor that best demonstrates your design and construction experience in new construction of a concrete, multi-story, multi-unit housing type building (e.g. bachelor quarters, dormitories, hotels, apartment buildings, or condominiums) that are similar in size, scope, and complexity to the proposed Austere Quarters. Submitted projects must have a value of approximately $15,000,000 or greater and must involve new construction of facilities; repair projects will not be considered. Interested parties are to respond no later than 07 December 2018, 1:00 pm Eastern Time via email to dianne.haymans@navy.mil. The subject line of the email shall read: P720 AUTEC Austere Quarters, Andros Island, Bahamas. Emails shall be no more than 5 MB in size. Responses that do not meet all requirements or are not submitted within the allotted time will not be considered. Respondents will not be notified of the results of the evaluation.
