Description
The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire on a sole source basis Military Operations Support Services that cannot be supported by the existing federal workforce for the Director, Assessment Division, Office of the Chief of Naval Operations (OPNAV N81). This is a requirement for which a sources sought (N001892019016) was issued and, after careful review of responses received thereto, the KO has determined that a sole source award is required. The proposed sole source contractor is Military Operations Research Society, Inc. (MORS). The required services include providing a forum for collaboration, sharing of classified work, exchange of information, critical peer review and feedback as well as development of subsequent generations of operations analysts. Specific tasks include an annual classified symposium, organizing an annual Education Colloquium, conducting special meetings throughout the year, composing and distributing the reports from the symposium and the special meetings, and maintaining the website established for the services. The contractor will also be required to compose and distribute the PHALANX, a quarterly magazine of National Security Analysis, and a journal publication documenting the results of their research services in an effort to promote the growth of the national security analytic community. The solicitation shall contain the official period of performance for the base period of the contract, along with any potential option periods beginning on or around January 2019. The applicable NAICS code is 813920. The size standard is $15.0M. The FSC is R499. The proposed Cost Plus No Fee action is for services for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. Upon its release the solicitation will be issued electronically via the Federal Business Opportunities website https://fbo.gov. Paper copies, faxed copies, or e-mail copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments thereto. It is anticipated that the solicitation will be released on or after 15 December 2018. The closing date for the receipt of offers will be set forth in the RFP. Offerors must be registered in the System for Award Management to be considered for award. See https://www.sam.gov for further information and instructions.
