Description

The 11th Contracting Squadron, Joint Base Andrews (JBA), Maryland intends to award a sole source firm-fixed price contract to American Science and Engineering, Inc. (AS&E Inc.) for the purchase, site preparation and install, and maintenance and sustainment of a drive through vehicle inspection system. All commercial delivery vehicles, cargo trucks, shipped containers, US mail and other vehicles entering JBA must be thoroughly inspected prior to base entry. In this regard, JBA requires a vehicle inspection system that is capable of safely, accurately, and expeditiously detecting contraband that include, but is not limited to, illegal narcotics, weapons, explosives, and stowaways. JBA requires a system that can process vehicle inspections at a rate of at least 250 vehicles per hour due to projected high volume traffic in the coming months. Delays in vehicle inspections will result in significant financial costs to the Government and may significantly impede JBA's mission. AS&E Inc. designed and manufactured the Z-Portal System, a high-throughput, drive-through inspection system for large trucks, buses and cargo containers. It utilizes multiple X-ray technologies that provide up to six images of the truck or cargo and is well suited for high-traffic locations. Multiple views are required to capture every possible angle where contraband may be hidden. Moreover, the Z-Portal system is capable of providing photo-like images that provides a high contrast of organic and inorganic substances; this allows JBA security personnel to accurately detect and determine the exact location of contraband. The Z-Portal system is currently being used in other Air Force installations and has been proven to detect real-world contraband in vehicles. Market research indicates that the Z-Portal system provides an efficient and expedient vehicle inspections solution that will meet JBA's mission requirements.
