Description
The U.S. Army Contracting Command - Rock Island, on behalf of Project Manager Close Combat Systems, intends to issue a competitive Request For Proposal (RFP), W52P1J-18-R-0034, on or after 11 December 2018 with an estimated closing date of 30 days after issuance. The RFP for the MK7 Anti-Personnel Obstacle Breaching System (APOBS) and APOBS Inert Trainer will be competed under full and open competition, using a best value evaluation approach in accordance with Federal Acquisition Regulation (FAR) 15.101-1. The following items will be solicited: ITEM: NSN: P/N: APOBS MK7 MOD 2 1375-01-508-4975 87012A0000 APOBS Inert Trainer 1375-01-646-9368 87012A9000-3 The applicable NAICS code is 332993, Ammunition (Except Small Arms) Manufacturing, with a size standard of 1,500 employees. The RFP will solicit proposals for up to two (2) Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts to cover Fiscal Year 19-23 requirements. A total guaranteed minimum quantity of 3,000 APOBS MK7 MOD is anticipated to be divided on a 50%/50% basis; however the Government will reserve the right to award only one contract for 100% of the guaranteed minimum quantity if two contract awards are not determined to be in the best interest of the Government. First Article Test (FAT) will be required for both items. Offerors are required to provide a FAT Report (Contractor Testing) 450 days after award for the APOBS and APOBS Inert Trainer. Production deliveries are required to begin within 540 days after contract award and will be based upon a twelve month delivery period for the awarded quantity, with maximum monthly production capacities specified in Section B of the RFP. The Technical Data Packages (TDP) for the APOBS and APOBS Inert Trainer are applied Distribution Statement D, distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 (Title 50, U.S.C., APP 2401 ET SEQ.), as Amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DOD Directive 5230.25. Both TDPs will be available for access electronically via the Federal Business Opportunities (FBO) website shortly after the posting of this synopsis. Interested vendors must be registered with the U.S./Canada Joint Certification Program (JCP) to gain access to the TDPs (see www.dlis.dla.mil/jcp/ for instruction and information). Each individual requiring access to the TDPs must have a FedBizOpps account prior to accessing the TDPs. Access to the TDP will only be granted to those individuals who are listed as the Data Custodian (block 3) on the DD Form 2345, Military Critical Technical Data Requirement, which was required to be registered within the JCP. The Data Custodian is the sole representative identified to receive export controlled TDPs. Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP.
