- The Centers for Disease Control and Prevention intends to award a sole source cost plus fixed fee modification to increase the cost estimate for the remaining option periods and the total contract ceiling value to Logistics Health, Incorporated (LHI) for all World Trade Center Health Program (WTCHP) Nationwide Provider Network (NPN) services. LHI manages the WTCHP Nationwide Provider Network, which is a nationwide network of health care providers to provide monitoring and treatment benefits and initial health evaluations as authorized under the James Zadroga 9/11 Health and Compensation Act of 2010, Pub.L. 111-347. The NPN is required to ensure reasonable access to benefits for individuals who are enrolled WTC responders, screening-eligible WTC survivors, or certified-eligible WTC survivors and who reside in any State outside the New York metropolitan area. LHI's contract requires them to provide to have a nationwide network of health care providers to provide monitoring and treatment benefits and initial health evaluations to all WTC Responders and eligible WTC survivors outside the New York metropolitan area who enroll in the NPN. At the time of award the growth rate for new members enrolling in the NPN each year was estimated to be 10%. The negotiated cost estimates for the option periods were based off of this 10% growth rate. In actuality, the growth rate has been around 20%, and it is estimated that it will continue to be 20%. The increase in the growth rate means that LHI is having to provide services to more Responders and Survivors than were originally expected, and negotiated. This increase in members means that the original cost estimates for the option periods will not be able to cover the benefits and services required by all of the members enrolled in the NPN. This sole source modification is to increase the cost estimates of the remaining option periods to take into account this increased growth rate of enrolling members.
