Description
This announcement is to small business, 8(a) participants, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and economically disadvantaged women-owned small business (EDWOSB) concerns and women-owned small business (WOSB) concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237110 ¿Water and Sewer Line and related Structures ¿ and the related small business size standard is $36.5M. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $250,000.00 and $500,000.00. The work is located at the Merced National Wildlife Refuge. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone, SDVOSB, WOSB 8(a)), and a point of contact; (b) A positive statement of your intention to submit a bid for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. All interested parties are encouraged to respond to this notice, by e-mail to ecelik@usbr.gov not later than 1:00 PM PST on 12/5/2018. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. Prospective contractors MUST be actively registered in the System for Award Management (SAM) database at http://www.sam.gov to be eligible for award. BACKGROUND AND PRINCIPAL COMPONENTS OF WORK The Merced National Wildlife Refuge utilizes groundwater wells to supply water to its facility. A pump test was performed on existing well P-17 in February of 2018, and results from the pump test confirmed a flow rate between 900 and 1200 gallons per minute (gpm) for this well. Pump testing on this well showed evidence of (black) sand being drawn up through the pump casing and screen. A replacement well and pump, capable of providing 1500 gpm is required to supply water to the Merced National Wildlife Refuge. A. Drilling a test hole, performing geological sampling, and creating a document suite of electrical logs (e-logs). B. Designing, furnishing and installing a groundwater well for use at the Merced Refuge, in the near vicinity of the location identified on the provided plans. C. Designing, furnishing and installing pumps, motors and control panels for use with the new well. D. Designing, furnishing and installing new piping from new well to existing piping connected to well P-17. E. Designing, furnishing and installing all electrical connections between an existing power pole near the location for the new well and the newly furnished pump, motor and control panel assembly. F. Restoring all disturbed areas created during construction, including: all areas around the new well, the area along the new piping, and all construction work areas and access routes.
