Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. Market Research is being conducted to Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, Small Disadvantaged Business, 8(a), Woman Owned Small Business, or HUB Zone interests. The Department of Veterans Affairs Medical Center (VAMC) is trying to determine whether to set-aside an acquisition to provide ECG Loop Monitoring & Telemetry Services for the VAMC located at 508 Fulton Street, Durham, NC 27705. Loop Monitoring Statement of Work Looping monitors continuously records the heart rhythm and automatically saves the pre-event portion of the Electrocardiography (ECG) while continuing to record its post-event portion. Its unique algorithms detect and automatically record asymptomatic events. Vendor must provide a service of 30 monitors (par levels at 90%) with memory loop and mobile outpatient (continuous) telemetry monitoring. The monitoring service includes monitoring the data received, and generating various reports when the test is completed. Equipment used must have the following features: Loop Auto-Trigger Monitor features will include: One-button recording for symptomatic events Programmable triggers Date and time stamp of event Auto-trigger and manual send Auto-trigger of AF, bradycardia and tachycardia Will be able to store event monitoring for up to 30 days Loop Post Event Recorder Monitor features will include: One-button recording for symptomatic events Programmable triggers Date and time stamp of event Ability to capture AF, bradycardia and tachycardia Ability to be applied to body by patient each time an event occurs Long Term Holter Monitor features will include: One button recording for symptomatic events Date and time stamp of event Ability to capture AF, bradycardia and tachycardia Ability to be worn up to 14 days with future ability to be worn up to 21 days Symptomatic/Asymptomatic AF Tachycardia Bradycardia Patient-activated symptomatic events List of Programming Functions Number of seconds of pre-event memory captured Number of seconds of post-event memory to be captured Maximum number of events that can be stored Controls atrial fibrillation trigger Controls automatic rate trigger Set minimum heart rate for tachycardia Set maximum heart rate for bradycardia Manual trigger recorded event alert Number of events that may be recorded by the automatic rate trigger Specification requirements: Vendor will be a Certified Diagnostic Testing Facility. (CMS requirement) Joint commission accreditation preferred. Vendor will provide 24 hour a day service to receive patient transmitted data, perform a preliminary interpretation, and notify the physician of potentially life-threatening arrhythmias. (CMS requirement and current standard of care). Vendor will provide Mobile Outpatient Telemetry. Vendor will have the ability to change preliminary reports online. Vendor will provide 24-hour customer support. This representative is familiar with the interface and available in person or face to face troubleshooting Vendor will demonstrate an internal Quality Assurance program. Vendor will participate in a collaborative Quality Assurance program. Vendor will supply the monitors to the facility which will be tested by the vendor prior to each patient application shipping to the VA Medical Center. The par levels for the monitors should always be at 90%. Loop monitors will have configurable memory that can be reprogrammed to meet patient specific needs. Loop Auto-Trigger Monitors will transmit data by cellular technology. Loop Post Event Monitors will transmit data by land line technology. Data will be available to the facility VIA an internet application that complies with VA information security policies. (see form 6500) Vendor will ensure prior patient s readings are cleared before the monitor is given to another patient. Training: Vendor will provide end user staff training on proper use and patient education. User and Service Manuals: Vendor will provide 2 complete printed sets as well as electronic version of operator manuals. Deliverables: Once the monitoring period is completed, the vendor will provide a final report within 24 hours of the last transmission of study data. The vendor will ensure the final report has no duplicates before submission. The vendor will also provide report regeneration functionality via the web portal so that physicians are able to modify reports with their comments. Notification of all emergent arrhythmias including Serious, Critical and Stable arrhythmias will be made to the Durham VAMC based upon a mutually agreed upon notification protocol that is reviewed and approved by both parties prior to starting the monitoring services. Appropriate phone numbers, e-mails and on call schedules, if required, will be provided to Vendor prior to the commencement of monitoring services. The physician will be able to review the ECG data associated with the notification without delay to ensure quality controls and nothing is missed. Compliance audits will be conducted to insure notification protocol is being followed. The NAICS 621511 is applicable to this acquisition; with a size standard of $32.5 M.
