The Department of Veterans Affairs (VA), SAO West, Network Contracting Office 19 (NCO 19), Rocky Mountain Acquisition Center, 6162 South Willow Drive, Suite 300, Greenwood Village, CO 80111 is performing market research to determine if there are sufficient number of qualified Service Disabled Veterans Owned Small Businesses (SDVOSB) to set aside a Firm Fixed Price contracting opportunity for local pick-up and delivery courier service within the Grand Junction, Colorado area. The Government will use responses to this notice to make the appropriate set aside determination. Based on responses to this notice, a set-aside determination will be made in the following order of precedence; i.e., Service Disabled Veterans Owned Small Business (SDVOSB), Veterans Owned Small Business (VOSB}, Woman Owned Small Business (WOSB), Small Business (SB), and Unrestricted [full and open competition, including Large Business] respectively. Except as otherwise noted, the Grand Junction Veterans Health Care System (GJVHCS), 2121 North Ave, Grand Junction, Colorado, has a requirement for same day pickup and delivery courier service [scheduled and short notice] to various addresses within the Grand Junction local area. Contractor s dispatch should be within a thirty (30) mile radius of Grand Junction Veterans Health Care System (GJVHCS) at 2121 North Ave, Grand Junction, Colorado 81501. Contractor shall provide a thirty (30) minute response time, after notification, on a 52 week - 24-hour/7-day (24/7) basis. Contractor must have capability to transport medicine [include controlled drugs], medical equipment, supplies, records, frozen sections, and library media to and from local medical facilities, doctors offices, public libraries, courts, and residents of housebound patients. In addition to the foregoing requirements, contractor must have capability to provide ARMED ESCORT service to transport sealed cash bags from GJVHCS facilities [Agency Cashier and Canteen at a minimum] on a routine basis. Except for housebound patients residences, the contract contemplates routine pickups and deliveries for the following addresses (not all inclusive): [GRAND JUNCTION, CO] 2478 F Road Suite 7; 2351 G Road; 530 Grand; 1708 North Ave; 2121 North Ave; 1035 Wellington; 750 Wellington Ave; 421 White Ave; 2635 N7th Street; 3150 B 12th Street; and [FRUITA, CO] 300 Ottley Ave Contract award is contemplated for on or before March 1, 2019 with a one-year base performance period, effective April 1, 2019 thru March 31, 2020 PLUS four (4) one-year options, not to exceed five (5) years of contract performance THRU March 31, 2024. All options years may be evaluated to determine total contract price for contract award purposes. The contemplated solicitation may include evaluation factors other than low price for contract award. THIS IS NOT A REQUEST FOR PROPOSAL DO NOT SUBMIT COST OR PRICE INFORMATION IN RESPONSE TO THIS NOTICE.
