Description

As the lead of the nuclear command, control, and communications (NC3) enterprise, Commander, United States Strategic Command, seeks independent, non-proprietary inputs regarding the future of the NC3 enterprise. The purpose of this notice is to obtain additional insight from industry and academia (Industry includes both large and small businesses; academia includes all government- sponsored and private institutes of higher learning). We welcome ideas on how a future NC3 enterprise architecture could operate and what efforts must be facilitated to successfully transition the DoD towards this new environment. (Area 1) Request concepts regarding the characteristics, behaviors, and attributes of the NC3 enterprise that would define what roles, responsibilities, and missions we should undertake for the 2030 to 2080 timeframe. We also seek (Area 2) guiding principles on what technology and policy challenges must be overcome in order to design an NC3 enterprise architecture that would enable these operations. It is our belief that a fundamental overhaul of the existing processes, from requirements definitions, to system engineering and integration, acquisition, and budgeting is needed. Additionally, a framework is required for modern processes to enable delivery of a flexible, continuously evolving, threat-driven set of capabilities vice delivery of a specific "thing." Your ideas in this area will help inform how we effect the transition from into the next generation NC3 enterprise architecture. The inputs are requested to be received no later than 15 February 2019 to allow for synthesis and incorporation into his overall strategy for leading the NC3 enterprise, which Gen Hyten intends to discuss with the Deputy Secretary of Defense and Chairman, Joint Chiefs of Staff in April 2019. Input guidelines: 6-pages limit; white-paper format; permitted to submit multiple white papers.
