Description
SUBJECT: The Department of Veterans Affairs (VA), Veterans Integrated Service Network 7 (VISN 7), plans to sponsor a vendor industry fair for various medical beds to support the 8 Medical Facilities located in the Southeast Region. The purpose of the vendor fair is to provide a forum for external innovators to demonstrate current bedding ideas and solutions, exchange feedback, and build rapport across the VISN 7 s medical and living center communities. This SPECIAL NOTICE is to obtain vendors to showcase emerging and current industry standard bedding technologies in support of the Department of Veterans Affairs Health Care mission to supporting veterans healthcare needs in areas such as VA Medical Facility Centers and community living centers. DISCLAIMER: This SPECIAL NOTICE is issued solely to survey the market and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this NOTICE. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this NOTICE. All information received in response to this NOTICE marked as "proprietary" will be handled accordingly. Information provided as a response to the NOTICE will not be returned. Questions concerning the composition, requirements, or the nature of services to be performed under any future request for proposal (RFP) will not be entertain. BACKGROUND: The Department of Veterans Affairs Office promotes the highest level of health care for those who have served the country. The objective of the Vendor Fair for Various Medical Beds is to obtain collaboration across the South-Eastern Region of VISN 7, to facilitate knowledge sharing and yield standardize medical bedding equipment solutions. Provide emerging and current industry standard medical bedding options to enhance solutions in VA Medical Facility Centers and community living centers Desired characteristics: Included under Attachment 1 VISN 7 seeks information about medical bedding equipment commercially available products that meet the attached salient characteristics listing. SUBMISSION INSTRUCTIONS: Interested vendors shall respond to this SPECIAL NOTICE by 2:00 PM EST on December 11, 2017. Availability of space shall be determined by the response of interested parties. Vendors are allowed no more than three (3) representatives total for an entire company and the VA reserves the right to reduce that number to one (1) to mitigate overcrowding. It is strongly recommended that at least one (1) of the participants be from one of the vendor's technical division(s) attends. The VA envisions that the Vendor Fair will provide the opportunity for vendors to demonstrate the current technology of medical beds to support the listing of medical beds reflected on the salient characteristics listing. Participating Vendors will be notified no later than December 13, 2018 due to space limitations. The Vendor Fair for Various Medical Beds will be held at the Charlie Norwood VA Medical Center 1 Freedom Way, Augusta, GA  30904-6285, 3rd floor room 3B11 and 3B125 on Tuesday, December 18, 2018, 8:00am-4:00pm. Note: Additional information related to date, times, and the specific location of the summit will be communicated via email to those selected. Vendors interested in participating in the Vendor Fair shall furnish a capability statement to the Network Contracting Office (NCO7) via email only. The capability statement shall summarize the organization s products and capabilities on characteristics of attachment one (1). The capability statement shall also describe work or solutions that your organization goal to stay up-to-date on the currently available equipment. Submissions are limited to 10 pages in length. Vendors are strongly encouraged to provide tailored information, not general marketing information. All questions regarding Logistical Support of this Notice shall be directed to Kelvin Owens, Supervisory Supply Management Specialist at kelvin.owens@va.gov. If a vendor is a SDVOSB business concern, this should be indicated in the capability statement. In addition, VISN 7 asks vendors to submit relevant items for discussion. These items should range from medical bedding equipment, mattress, mattress covers and accessories and components. The intent is to use industry's input on suggested topics to standardize medical bedding equipment. This will enable VISN 7 to focus discussions on specific items and areas of interest in support of Veteran Health Services. Your feedback is strongly encouraged. Response to this SPECIAL NOTICE must be submitted to the Network Contracting Office VIA EMAIL to Anthony E. Dearman anthony.dearman@va.gov. Responses must be received by this office on or before 2:00 PM EST on December 11, 2018. This NOTICE is strictly for market survey purposes only and is not a commercial solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information. Please include a point of contact, phone number, e-mail address, website information, and indicate whether the company is a foreign, domestic or service disabled veteran owned entity in the contents of the e-mail. LATE SUBMISSIONS: Responses to the SPECIAL NOTICE received by VA after the submittal deadline and time indicated may be considered if openings for the Vendor Fair remain. RELEASE OF CLAIMS, LIABILITY, AND PREPARATION EXPENSES: Under no circumstances shall the VA be responsible for any transportation expenses, preparation expenses, submission costs, or any other expenses, costs, or damages, of whatever nature incurred as a result of the Respondent's participation in this market research process. Respondent understands and agrees that it submits its response at its own risk and expense, and releases VA from any claim for damages or other liability arising out of this SPECIAL NOTICE. ERRORS IN RESPONSE: The Department of Veterans Affairs Network Contracting Office (NCO7) shall not be liable for any errors in the Respondent's response. Respondent is responsible for careful review of its entire response to ensure that all information is correct and complete. Respondents are liable for all errors or omissions contained in their responses.
