Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b)(1) Soliciting from a Single Source with AboutWeb, LLC, Gaithersburg, MD, to change the support plan level from silver to gold during option year 4 to accommodate additional customized coding of the TouchStone Accreditation and Assessment Management software based on updates to ISO/IEC 17011 and ISO/IEC 17025. This is a sole source inasmuch as the TouchStone Accreditation and Assessment Management software was designed, developed, supported and is licensed only by AboutWeb, LLC. A firm fixed-price purchase order modification elevating the support level from silver to gold will be issued on or about 28 Dec 2018 and be in effect through 4 Jan 2020. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 10 Dec 2018. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored.
