- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," in conjunction with Part 13, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The National Institute of Health, Clinical Center (CC) intends to award a Firm-Fixed price purchase order to provide maintenance service to include - preventative maintenance service, repairs, and part replacement for fifty (50) microscopes manufactured by Nikon and Olympus and used for clinical patient care testing in the Microbiology, Hematology, Chemistry, Immunology, and Sterility Testing services of Department of Laboratory Medicine (DLM). Period of Performance shall be for a base year of twelve (12) months from date of award with four (4) twelve month option periods. Delivery Address: The National Institutes of Health, Building 10, 9000 Rockville Pike, Bethesda, MD 20892. Minimum Requirements: 1. Clean optical system and stand fifty (50) microscopes manufactured by Nikon and Olympus. 2. Adjust mechanical components where applicable 3. Inspect and align the following components where applicable: eyepieces, reticles, objectives, prisms/mirrors, filters, light exit window, phase contrast, fluorescence, polarizing, D.I.C, coarse/fine adjustment, mechanical stage, interpapillary adjust, diaphragm, field aperture, nose piece, sub-stage carrier, condenser, cord, plug, light switch, potentiometer, bulb, brightness quality. Evaluation Factors: Award shall be made to the offeror whose quotation is deemed technically acceptable and offers the lowest price. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Acceptability and 2) Price. 1. Technical Acceptability: Evaluation of technical acceptability shall be based on the information provided in the quotation. NIH will evaluate whether the offeror has demonstrated that its proposed service meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed service and meets all requirements, will not be considered further for award. If an offeror does not indicate whether its proposed service meets a certain minimum requirement, NIH will determine that it does not. 2. Price: The Government shall select the lowest price of all technically acceptable offerors. The North American Industry Classification System (NAICS) code for this acquisition is 811219 with a large small business standard size of $20.5 million. The selected Offeror shall comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors -Commercial Items; FAR 52.212-2, Evaluation-Commercial Items (not applicable) see evaluation factors above; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items - the selected offeror shall submit a completed copy of the listed representations and certifications or confirm that the annual representations and certifications was completed electronically via the SAM website accessed through http://www.acquisition.gov; FAR 52.212-4, Contract Terms and Conditions - Commercial Items (OCT 2018) applies to this solicitation - Incorporated by Reference.
