THIS IS A PRE-SOLICIATION NOTICE The Department of Veterans Affairs, Murfreesboro TN is preparing to issue a Request for Quotes (RFQ) for: Landscaping Services at VA Medical Center Murfreesboro, TN SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) NAICS: 561730 Landscaping Services SMALL BUSINESS SIZE STANDARD: $7.5 million Type of Contract: Firm Fixed Price (FFP), and a one-year base period, with four one-year option periods. PROJECT OVERVIEW: The purpose of this synopsis is to notify potential vendors of a requirement that the Murfreesboro, Tennessee, VA Medical Center (VAMC) has a need for a contractor to provide the following services: SCOPE OF WORK: For the Department of Veteran Affairs (VA) Engineering Section, contractor will cover yearly applications of pre-emerge herbicide, a (total of five (5) applications to approximately 91 acres located at the Alvin C. York VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129, for the period of: Base: 2/1/2019 9/30/2019 Option 1: 10/1/2019 9/30/2020 Option 2: 10/1/2020 9/30/2021 Option 3: 10/1/2021 9/30/2022 Option 4: 10/1/2022 9/30/2023 2. The work to be covered under this contract includes all labor, materials, equipment, supervision, and transportation for this project. 3. Services to be performed involve a split application of fertilizer, an application of pre-emergent herbicide and two applications of post emerge herbicide to the front of the following buildings: 1,2,3,4,5,6,7,8,9,10,11 106,107, 116, 117 the quadrangle the entire front entrance including the center islands flagpole and cannon areas right side of campus starting at front entrance East to Southview Drive left side of campus starting at main entrance West to Lake road Field bordered by Park, Sam Jared Northview and Veteran s circle Field between Tennessee State Veteran s Home 116 parking lot South of Sam Jared and West of Cody Fisher House grounds and bed areas. A fertility plan to promote the growth of Tall Fescue will be developed in cooperation with VA Contracting Officer Representative (COR) and shall be in place before initial application. II- EXECUTION The vendor shall perform a site inspection prior to selection of chemicals to determine plant growth and control methods. Treatment shall be accomplished in accordance with inspection results and within EPA guidelines. All chemicals used shall be introduced in a manner that eliminates weeds/clover and supports healthy growth of Tall Fescue grasses. 3. All work shall be completed between the hours of 8:00am to 4:30pm, except for work in high traffic areas. Treatments to these areas will be scheduled with VA COR with a minimum of 24 hours notice of intended application. The contractor must determine plant growth and control methods, prior selection of chemicals. Below is the recommended schedule for treatments: All visits/services shall be coordinated through the VA COR, 24 hours in advance 1-15 March- Pre-emerge application 1-15 fertilizer application. 15-30 June-Broadleaf weed herbicide application. 15-30 August- Broadleaf weed herbicide and insecticide application. 15-30 September-Final fertilizer application. All treatments must be administered within EPA guidelines, and as results of inspection provided by COR. A report shall be provided within one week after each application of chemicals and/or fertilizers indicating the types of chemicals used, SDS for those chemicals, amounts used, reasoning behind the control methods, and any recommendations to assist in future weed control and promotion of the growth of Tall Fescue and Bluegrass.   III- INSPECTIONS A. The Vendor shall coordinate all inspection efforts with VA COR. B. Any events that have a negative impact on growth of Tall Fescue in the treated area shall be reported in writing as to what created the situation and necessary corrective measures. C. Contractor will take soil sample 1st year of contract for development of fertility plan and every other year thereafter. D. A site visit will be conducted by contractor prior to application of herbicide chemicals to determine effective means of unwanted weed/grass control and a written yearly plan will be submitted to VA COR prior to application of any herbicide chemicals. Mode of action of all weed control chemicals will be changed every third year to maximize effectiveness of applications. IV- QUALIFICATIONS A. Prior to award of this contract, the contracting firm shall furnish to the Government a statement of facts, in detail, as to previous experience, organization, and facilities, available to perform this work. B. Contractor must be certified in application of the chemical(s) used in the treatment through the appropriate agencies and present applicator s license certifications to VA COR prior to any application C. Furnish a list all materials, labor, equipment, supervision, and transportation to complete split application (Feb/March, October) of fertilizer, pre and post emerge weed control chemicals to promote the growth of Tall Fescue grass and eliminate all unwanted weeds and grasses. V - SITE VISITS A. Job site visit is required to verify all existing conditions and the extent of work involved. B. December 19, 2018 @ 9:00 A.M Bldg. 15 (Engineering Office), the scheduled date, time and location for all Job site visits. Please contact Trudy Bryant by email only if you will be in attendance. VI - INSPECTIONS All work shall be inspected during applications and after completion by the VA technical representative. (VA COR). VII - SAFETY REGULATIONS 1. All equipment, tools, etc., shall be properly maintained while on the project and shall be adequate, in quality and capacity, for proper execution of the work. 2. All applicable safety regulations shall be observed during all work of this contract. 3. The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this contract. 4. The contractor will have all appropriate Safety Data Sheets (SDS) on site during the chemical treatment/ fertilizer application process. 5. All applicable State, Local, and Federal regulations concerning chemical treatment shall be strictly observed during the course of the work. 6. No chemicals in the 24D family shall be applied in any amounts on VA facility. VII - WARRANTY All work shall be warranted against defects in material, workmanship and effectiveness of weed control for a period of one (1) year from date of application unless otherwise noted. IX - DELIVERY, STORAGE AND HANDLING A. Vendor shall perform a site inspection prior to selection of chemicals to determine plant growth and control methods. B. Treatment shall be accomplished in accordance with inspection result and within EPA guidelines. C. All chemicals used to perform maintenance or weeds/clover control shall be EPA approved for the use intended. 1.11 SECURITY C&A requirement do not apply, a security accreditation package is not required.
