Description
INTENT TO SOLE SOURCE The Bureau of Consumer Financial Protection (BCFP) intends to contract with Mintel International Group Limited (Mintel), 351 W Hubbard St. FL8, Chicago, IL 60654-4943, on a sole source basis, under authority of FAR 6.302-1, for Mintel's Comperemedia report that includes mail monitoring and Experian data with FICO data. The Bureau's mission includes educating the consumer as a first line of defense against abusive practices and to gather and analyze available information to better understand consumers, financial service providers, and consumer financial markets. Mintel is the sole provider of Comperemedia. The credit card marketing research and data services information provided is deliverd in the highest level of data granularity with local market knowledge and in-depth analysis. The analysis provided involves direct mail solicitations for credit card plus mortgages of about 2,500 households over their secure website. Mintel's monthly analysis also includes interaction with Experian that matches the paneled households with the relevant credit scores. Access to Mintel's information will provide insights into: • Originations mail volume • Distribution of mail solicitations by type of product (rewards, non-rewards, etc.) • Distribution of mail solicitations by type of solicitation (pre-screen, invitation to apply, etc.) • Distribution of mail solicitations by demographics (e.g. income) • Pricing of products being marketed (fees, APR, promotional offers, etc.) • Household penetration of mail volume • Distribution of mail solicitations by risk band • Household penetration of offers by risk band • Pricing of products by risk band The Bureau will also have access to similar information with respect to other solicitation channels (e.g. email, advertising). With respect to existing consumer marketing and communications BCFP will have access to reporting and data that will provide insight into: • Marketing of balance transfers • Marketing of purchase incentives • Increases and decreases in APR • Changes in terms No solicitation package will be issued. This notice is not a request for competitive quotations; however, the Government will consider responses received no later than 12:30pm Eastern on December 18, 2018, from any vendor that believes they can provide the same services and demonstrates their capability to do so in written response to this notice. Responses shall be submitted electronically to Casey.Helman@cfpb.gov. Responses must include sufficient evidence that clearly demonstrates the vendor is available and is capable of providing the required products/services. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the deadline, BCFP shall make award on a sole source basis to Mintel. NO SOLICITATION IS AVAILABLE. A request for more information or a copy of the solicitation will not be considered an affirmation in response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors shall provide the following: • Company name, address, contact information, and business size. • Whether products/services are available through a Government contract or Open Market • DUNS Number • Description of how your products/services meet all of the characteristics described in this notice. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
