- This is a Sources Sought Synopsis/Market Research Study Only, to assist the Seattle District US Army Corps of Engineers (USACE) in developing the Acquisition Strategy for an upcoming small business (potentially 8(a) set-aside) Single Award Task Order Contract (SATOC) for roadway and airfield pavement and incidental utility infrastructure in support of Joint Base Lewis McChord (JBLM) Public Works. After review of this responses to this notice, and if the Government still plans to proceed with the acquisition, a separate pre-solicitation announcement will be published on the Federal Business Opportunities website, (FBO.GOV). Responses to this SOURCES SOUGHT SYNOPSIS/MARKET RESEARCH STUDY are not an adequate response to any future solicitation announcement. SYNOPSIS: The purpose of this notice is to gain knowledge of, and determine the availability of, potentially qualified Small Business sources only, particularly 8(a) sources, and their size classifications relative to the North American Industry Classification system (NAICS) code of 237310, Highway, Street, and Bridge Construction which has a size standard of $36.5 Million. For the purposes of this procurement, interested concerns must be registered as a small business firm with the Small Business Administration, and must be considered a small business under NAICS code 237310, (which is based on the concerns average annual gross revenue for the last three (3) fiscal years does not exceed $36.5 Million). The airfield pavement element requires experience with airfields that support larger aircraft, such as the C-17, which is anticipated to be similar to airfield pavement work completed at regional airports. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether an 8(a) Small Business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the US Army Corps of Engineers. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and capabilities to compete for and perform the contract described herein.
