- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable 8(a) small business offerors in the marketplace with the knowledge, skills and capability to perform the work described below and in the attached DRAFT Performance Work Statement. Responses to the sources sought announcement are to be sent via email to Scott Tharp, Contracting Officer, at tharp.scott@epa.gov, no later than 2:00 PM Eastern Time on Wednesday, January 9, 2018. All qualified, interested, and capable 8(a) small businesses are encouraged to reply this market survey request by submitting a narrative demonstrating their knowledge, skills, capabilities, and previous experience in providing operations, maintenance, and repair services similar to those described in the attached DRAFT Performance Work Statement (PWS) for Laboratory Facilities similar to U.S. EPA Andrew W. Breidenbach Environmental Research Center (AWBERC Facility) located at 26 W. Martin Luther King Drive, Cincinnati, OH. EPA anticipates issuing a single contract with three (3) line items. Line Item 1 will be a firm fixed price line item for Basic Services as described in Section 4.1 of the DRAFT Performance Work Statement. Line Item 2 will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type line item as described in Section 4.2 of the DRAFT Performance Work Statement whereby Task Orders will be issued for additional projects (construction/non-construction) to be performed in addition to the Basic Services. It is anticipated that projects under line item 2 will be firm fixed price. Line Item 3 will be a cost-reimbursement line item for Reimbursable Items as described in Section 4.3 of the DRAFT Performance Work Statement. RESPONSES TO THE INFORMATION REQUESTED BELOW SHALL BE NO LONGER THAN 10 TOTAL PAGES. Please include the following information in your narrative: (1) Company name, address, and point of contact information; (2) Identification and verification of the company's 8a small business status (with expiration date) and any other 8a small business sub-categories (i.e. Certified HUBZone, Service-Disabled Veteran-Owned, or Women-Owned Business); (3) Discussion on your firms knowledge, skills, capabilities, and previous experience, within the previous five (5) years, on projects considered similar in technical scope and complexity to the proposed EPA contract. Please include periods of performance, references, contract price, and why the project is considered similar in technical scope and complexity to the proposed EPA contract; (4) A discussion on the portion of the work that will be self-performed and discussion on work to be subcontracted and how you will determine subcontractors; (5) A statement regarding a thorough review of the DRAFT PWS and any questions/concerns that need to be addressed for the final document. In addition, discuss any questions/concerns/issues you identify in the DRAFT Performance Work Statement that needs to be addressed/corrected. QUESTIONS/CONCERNS/ISSUES YOU IDENTIFY IN THE DRAFT PERFORMANCE WORK STATEMENT IS NOT SUBJECT TO THE ABOVE PAGE LIMITATION. This market survey is to determine whether or not this project should be set-aside for SBA certified 8a small businesses or an 8a small business subcategory based on the responses received. Responses to this sources sought notice will be utilized by the Government to make appropriate acquisition decisions.
