- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 140F0219Q006 and is issued as a Request for Quotes, unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-101. The associated North American Industrial Classification System (NAICS) code for this procurement is 311119 Other Animal Food Manufacturing with a small business size standard of 500 employees. This requirement is 100% Small Business set-aside and only qualified offerors may submit quotes. The U.S. Fish and Wildlife Service, Inks Dam National Fish Hatcheries, 345 Clay Young Road, Burnet, Texas 78611 requires the following Fish Feed, Meet or Exceed, as follows: Line Size Quantity 1 Starter or Mash (or equivalent) up to 100 lbs 2 Crumble #1 (or equivalent) up to 400 lbs 3 Crumble #2 (or equivalent) up to 800 lbs 4 Crumble #3 (or equivalent) up to 1000 lbs 5 Extruded 1/16 (or equivalent) up to 1000 lbs 6 Extruded 3/32 (or equivalent) up to 3,700 lbs 7 Extruded Floating 32% 1/8 (or equivalent) up to 12,000 lbs 8 Extruded Floating 28% 3/16 (or equivalent) up to 14,000 lbs 9 Extruded Floating 28% ¼ (or equivalent) up to 26,000 lbs SHIPPING: Shipping Cost Allowance (minimum 1 pallet/2000 pound delivery). Pricing shall be FOB Destination on pallet quantities and shipments under pallet quantities will be FOB. FEED REQUIREMENTS: The fish feed will be a proven channel catfish diet and will have been fed and shown to produce no ill effects, contain all necessary nutritional requirements for channel catfish to maintain the fish in healthy condition without supplemental feeding of any kind. The feed must be manufactured within 60 day of receipt or the shipment will be returned at the supplier ¿s expense. Due to circumstance outside Inks Dam National Fish Hatchery ¿s control including weather, regional production scheduling, partner requests, etc; quantities requested are a maximum amount which may not be fully utilized or required during the production cycle. Starter diets (Mash, #1, #2, #3) will have a minimum of 55% protein, Extruded 1/16 will have a minimum of 40% protein, Extruded 1/8 will have a minimum of 32% protein, and Extruded ¼ will have a 28% minimum. DELIVERY: Shipments of fresh fish feed will be as needed to maintain the nutrient quality of the feed. Contract will be issued for one year from date when contract is awarded. DELIVERY LOCATION: U.S. Fish and Wildlife Service, Inks Dam National Fish Hatchery, 345 Clay Young Road, Burnet, Texas 78611. SUBMIT QUOTE using Company Letterhead via Electronic Email to: Lisa Rodriguez, Contracting Officer, lisa_rodriguez@fws.gov not later than Friday, December 28, 2018, 12:00 PM MT. Vendors must provide the detailed individual pricing as noted above as well as required feed formulations in a separate document that is to be attached to bid. Quote/Offer must be good for 30 calendar days after close of Solicitation. Offeror must be registered in the System for Award Management at www.sam.gov before an award can be made to them.
