- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The Government is under no obligation to issue a solicitation because of this announcement. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information. Only firms who respond to this announcement by submitting the requested information will be considered in determining procurement strategy or whether to set-aside this requirement for small business concerns. Respondents will not be notified of the results of this notice. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable firms in the marketplace with new and innovative ideas to provide cafeteria services to meet the Government ¿s needs. All qualified, interested, and capable offerors are encouraged to reply to this market survey request by submitting a narrative discussion of proposed solution(s) to meet the needs of the Government and demonstrate their knowledge, skills, capabilities, and previous experience in implementation of the proposed solution(s) to meet the Government ¿s needs. This will be a firm-fixed-priced contract for Cafeteria Services. The anticipated start date of this contract is April 1, 2019. The duration will be a one (1) year base period with four (4) one-year option periods. The anticipated North American Industry Classification System (NAICS) code for this requirement is 722310, Food Services Contractors, with a Small Business Size Standard of $38.5M. Attached is a copy of the current Statement of Work for existing cafeteria services. However, EPA is seeking new and innovative ideas for a contractor to provide Cafeteria Services five (5) days per week Monday through Friday, excluding holidays observed by the Government, for the potential benefit of approximately 850 to 950 individuals located at the U.S. EPA Andrew W. Breidenbach Environmental Research Center (AWBERC), 26 W. Martin Luther King Drive, Cincinnati, Ohio 45268. In addition, special dinners or refreshments for Government-sponsored meetings, conferences, events, etc., may be served on specific dates and times at a negotiated price agreeable to the Contractor, the Government, and other sponsors. RESPONSES TO THE INFORMATION REQUESTED BELOW SHALL BE NO LONGER THAN 25 TOTAL PAGES. Please include the following in your narrative: (1) Company name, address, and point(s) of contact information; (2) Identification of your company as a Large Business, Small Business, Small Disadvantaged Business (SDB), Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Historically Underutilized Business Zone (HUBZone), SBA Certified 8(a) or Women-Owned Small Business (WOSB); (3) Discussion on your firms proposed solution(s) and your firms knowledge, skills, capabilities, and previous experience in implementing the proposed solution(s). This market survey is to determine potential solutions and whether or not this contract should be set-aside for a small business category based on the responses received.
