Description
This exchange is issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e) as a Request for Information (RFI). This RFI will allow the National Institute of Environmental Health Sciences (NIEHS) to acquire industry feedback that will ultimately support the its Superfund Research program needs. Subsequent findings may also be used to identify qualified and interested business concerns capable of providing contract support, as it may pertain to the attached draft work statement w/appendices. However, be advised that at this early juncture the RFI is intended solely for NIEHS information and research purposes. This exchange in no way represents a solicitation for proposals, quotations, or bids with the intent to form binding agreements based upon industry responses. I. DESCRIPTION The NIEHS Division of Extramural Research and Training (DERT) plans, directs and evaluates the Institute's grant program which supports research and research training in environmental health. It develops program priorities and recommends funding levels to assure maximum utilization of available resources in attainment of Institute objectives. Through cooperative relationships with the National Institutes of Health and with public and private institutions and organizations, DERT maintains an awareness of national research efforts and assesses the need for research and research training in environmental health. The subject effort concerns DERT's science communication and information transfer needs. The operational assets currently addressing that program area accomplish the following: • Create and maintain data information systems that support ready access to programmatic information, • Enhance the dissemination and communication of research advances in the format most appropriate for the intended audience, • Promote the use of the science from and within the program, and • Provide meeting support for select conferences and workshops. II. SUBMISSION INFORMATION AND QUESTIONS Because information received in response to this RFI may be used to structure future acquisitions, and/or otherwise be made available to the public, respondents must not include any information in their responses that might be considered business sensitive, proprietary, or otherwise confidential. Responses must be submitted with the understanding that their contents may be publicly disclosed and, in the event of a public disclosure, NIEHS will not be obliged to notify respondents or provide any opportunity to revise the submitted information. Please address the following questions and topics for input provided as follows: 1. What other information would NIEHS need to provide for industry to successfully respond to a solicitation? 2. What other details could be included in the requirement to allow industry to best estimate the level of effort and resources required to support the requested tasks and submit a meaningful price quote? 3. Please provide a rough order of magnitude (ROM) based on the current state of the work statement. Provide brief rationale to support submission. (Not included in page limitation) 4. How would you propose that the SRP more effectively communicate, leverage and multi-laterally disseminate the science and technology that is developed by the SRP to ensure research outcomes of the SRP grant programs are readily available to Program's stakeholders, including SRP grantees? [ISSUE/BACKGROUND] The SRP currently has a website that is used as an information system to support ready access to programmatic information, enhance the dissemination and communication of research advances to its many stakeholders. We would like to know about cost-effective approaches to best make the content of this website easily accessible (e.g., readily searchable) and useful to SRP stakeholders. 5. The SRP uses Research Briefs, SRP Science Digest, webinars, news stories and tweets to highlight important research advances made by its grantees. We would like to know what other approaches can be used to highlight and maximize the impact of SRP research advances to its stakeholders and how we might evaluate their effectiveness. [ISSUE/BACKGROUND] The SRP has been utilizing Research Briefs, SRP Science Digest, webinars, news stories and tweets to highlight important research advances made by its grantees. Recognizing our stakeholders are likely to use multiple avenues to obtain information we would like to know how we can best strategize to disseminate these research advances using our current strategies and considering others. III. RESPONSE GUIDELINES All responses to this RFI must be provided as an attachment in an e-mail message addressed to Bernard "Bernie" Salter, Jr. at bernie.salter@nih.gov with the subject line "Superfund Research Program RFI" no later than January 13, 2019. Responses must be provided as a Microsoft Word (.doc /.docx) no more than ten (10) pages in length, 12 point font, 1 inch margins, and no more than 8 MB in size. Only electronic responses will be accepted. Responses submitted by any other means may not be considered. Respondents are requested to provide the following information at the start of their response to this RFI: • Company/Institution Name and Address. • Point of Contact (POC) Name. • POC Phone and Fax No. • Website Address. • Business Size and Type of Ownership (i.e., Large, Small, Small Disadvantaged, Woman- owned, Hub-zone, Service Disabled Veteran, etc.). • GSA Schedule Number (if applicable). Respondents may answer as many or as few questions as they wish. The questions provided via Section II of this document are intended to guide but not restrict the scope of the RFI responses. Responders are encouraged to submit any value-oriented information that is relevant to the purpose of this exchange. Any additional comments that do not respond directly to a question requested specifically for this RFI should be referenced as "Additional Comments".
