- This is an intended sole source announcement. Space and Naval Warfare Center (SPAWAR) Atlantic, Code 22130, intents to award this requirement on a sole source basis to Kochur Trummer Corporation (KTC) 9636 Tierra Grande Street, Suite 104, San Diego, CA 92126 on a Firm-Fixed Price Purchase Order to provide support for the analysis, reporting, and Course of Action (COA) development for End of Life and Sustainment for Obsolescence Management, Spares management, Demilitarization and Disposal of Legacy Command, Control, Communication, Computers, Information, Surveillance and Reconnaissance (C4ISR) equipment as a result of the Technical Refresh for NAVSUP WSS Performance Based Logistics Organic (PBL-O) support at the Maintenance Engineering Support Center (MESC) in Norfolk, VA, in order for C4ISR platforms to maintain their warfighter capabilities in accordance with attached Performance Work Statement under authority of FAR 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Kochur Trummer Corporation (KTC) has the only expertise in place for this highly specialized work. KTC is the only support contractor that has specialized expertise, resources and equipment to support the customer's rapid response requirements to manage the DEMIL, disposal, testing, repair and maintenance of F condition material of the systems, as well as Logistics Engineering, Life Cycle, and Subject Matter Expert (SME) support necessary for the successful delivery of the required deliverables for the PBL activities to meet their acquisition milestones and objectives. This synopsis is posted for informational purposes only and is not a request for competitive offers. A determination by the Government not to compete this proposed action is based on response to this notice is solely within the discretion of the Government. No electronic or hard copy Request for Quote (RFQ) will be prepared or made available for distribution. Please include the following information on your quote: Payment terms, Delivery Date or Period of Performance, Tax ID Number, Cage Code and POC email address. The Government will accept quotes via email at brianna.durtschi@navy.mil and are due by 2:00pm Eastern Standard Time on December 17, 2018. This action is conducted under FAR Part 13. The applicable North American Industry Classification System (NAICS) is 541330.
