- REQUEST FOR INFORMATION ( RFI ) 36C10G-19-Q-0029 ROBOTIC ASSISTED SURGICAL DEVICES THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the required supplies and services to meet the needs as identified. The information provided in the RFI is subject to change and is not binding on the Government. The VA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. If a solicitation is released, a decision will be made to issue the same competitively or sole sourced and whether or not there will be any set-asides. All responses are due no later than JANUARY 08, 2019, (Tuesday) by 1200 noon EST. Vendors shall send their material/submissions to: Mark Blevins at Mark.Blevins2@VA.Gov (emails are generally limited to 10mb each) OR Mail or Hand Delivery to: Mark Blevins Contract Specialist, Procurement Division C3 Strategic Acquisition Center (SAC) Office of Procurement, Acquisition and Logistics (OPAL) U.S. Department of Veterans Affairs (VA) 10300 Spotsylvania Ave, Suite 400 Fredericksburg, VA 22408 Description: North American Industry Classification System (NAICS) code for Surgical Robot is 339112 Surgical and Medical Instrument Manufacturing Product Service Code: 6515 Medical and Surgical Instruments, Equipment, and Supplies. The Veterans Health Administration (VHA) Equipment Life Cycle Management (ELCM) Program identified Surgical Robots as a possible candidate for a VA-wide (otherwise referred to as national ) single award Requirements contract. Robotic surgical systems consist of either a single or dual surgeon console which provides the surgeon with intuitive controls, range of motion, fine tissue manipulation capability, and 3-D visualization characteristic of open surgery while simultaneously allowing the surgeon to work through small ports of MIS surgery for the surgical procedures listed. The dual console allows for a second surgeon to perform complex surgical procedures that share controls real-time between two (2) surgeon consoles, or view and monitor the first surgeon console for training purposes. Responses: Every Vendor which responds to this RFI shall include at a minimum: The entity s legal name; A current PDF copy of the entity s SAM registration (See www.sam.gov); A current list of points of contacts ( POC ) to include full names, addresses, phone number(s), and email addresses; A breakdown of the surgical procedures their equipment can perform (see below chart) and whether or not their device is Federal Drug Administration ( FDA ) approved; If approved, a complete copy of the firm s FDA 510k validation and literature review; and, Whether or not the subject robotic device is single or dual console. Please attach a PDF copy of the robotic device brochure or other literature which spells out the capabilities of said device. The Department of Veterans Affairs (VA) is in need of a robotic surgical system to perform the below procedures as noted in the below chart. The system must be approved for use in the United States by the Food and Drug Administration (FDA). In addition, this requirement will include accessories, installation, training, and warranty. Single or Dual Console Type of Procedures FDA Approved, Yes/No Perform robotic Urological and related procedures Perform robotic General Surgery procedures Perform robotic Gynecological and related procedures Perform robotic Thoracic and related procedures Perform robotic Thoracic Cardiotomy and related procedures Perform robotic laparoscopic and related procedures Perform robotic transoral otolaryngology and related procedures Perform other surgical procedures (describe) There is no specified format relative to how the above shall be presented; however, it should be organized in a logical manner, and presented in an easy to read and easy to comprehend format.
