Description
Solicitation Number: 140F0719R0001 Notice Type: Pre-Solicitation Notice Synopsis: The U.S. Fish and Wildlife Service, Region 7, is anticipating an award for up to twelve (12) contracts for Architectural/Engineering (A/E) Services using FAR Part 36 A&E selection procedures. The work is for various design, construction, construction inspection, general and environmental studies, value engineering, and energy conservation practices, as well as other types of civil, and/or environmental engineering services to occur in the states of Alaska, Washington, Oregon, Idaho, California, Nevada, Hawaii and the Pacific Islands. The proposed contract will be solicited as Full and Open competition. The North American Industry Classification System (NAICS) Code is 541330, Engineering Services, which has a current Small Business size standard of $15 million or less in average annual receipts over the last 3 years. The anticipated contract type will be an Indefinite Delivery/Indefinite Quantity (IDIQ). Up to twelve (12) IDIQ contracts will be issued resulting from the solicitation with an award to the offeror(s) providing the best value, based on the evaluation factors outlined in the solicitation. Basis of award(s) will be a two-step evaluation process. Contractor proposal submission for Phase I will consist of 1) SF330; 2) past performance information; 3) experience information; 4) geographic exception choice; 5) rate table listing of skill categories; and 6) subcontracting plan (for large businesses only). Up to five of the top ranked A/E firms will be selected for each specialty to provide oral presentations under Phase II. Along with the thirty to sixty minute presentation from A/E firms for Phase II, the Service will also ask some additional interview questions. Up to three of the top ranked A/E firms will be selected for each specialty area for final IDIQ award consideration. Past performance data and personnel qualifications will be evaluated in accordance with FAR 15.305. A team of qualified government personnel will evaluate technical proposals in accordance with the requisite source selection plan, and the solicitation. Price proposals will be evaluated independent of technical evaluations. Award will be made to the technically acceptable offerors whose proposal, being responsive to all solicitation requirements, offers the best value to the government. Award will further be contingent upon determinations of contractor responsibility and price reasonableness. The anticipated award date is on or around April 1, 2019 with an anticipated award range of $10,000 up to $4,000,000 over a 5 year period with no single task order exceeding $2,000,000. Task orders will be issued on an as needed basis. Detailed requirements will be listed within the solicitation once it is issued. The solicitation for this requirement will be issued in electronic format only and will be made available online on or around January 07, 2019 via Federal Business Opportunities (FBO) website at www.fbo.gov and www.fedconnect.net under solicitation number 140F0719R0001.
