Description

The Office of Financial Resources, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one year cost reimbursement contract with four option years entitled, "Logistical and Technical Support for Honorarium payment and Summary Statement Creation." This contract shall provide content writers and honorarium payment support to SAMHSA's Division of Grant Review during the grant application peer review process. The contract will provide services to complete summary statement documents for approximately 1250 non-fundable grant applications and honorarium payment support for approximately 2000 grant applications, offsite. During the same time period, the contractor may be required, through the base contract or by exercise of options to the base contract, to provide additional peer reviewer and or content writer support (see Optional Tasks). The estimated date of issuance of this RFP is on or about January 4, 2019 with proposal responses due on or about February 4, 2019. The anticipated period of performance is a base period of 12 months, plus four (4) 12-month option peirods.
