Description
The Naval Facilities Engineering Command, Far East (NAVFAC FE) intends to issue a solicitation for an Indefinite Delivery/ Indefinite Quality (IDIQ) Multiple Award Construction Contract (MACC) for Small Magnitude Size Design-Bid-Build (DBB) Requirements (Mini-MACC) at U.S. Fleet Activities, Yokosuka and Yokohama Detachment including Tsurumi, Yokohama North Dock, Negishi Dependent Housing Area (Yokohama), Azuma Storage Area (Hakozaki, Yokosuka), Urago Storage Area (Yokosuka), and Ikego Housing Area and Navy Annex (Zushi); Nagai ULM4, the New Sanno Hotel, U.S. Forces Center, and U.S. Embassy, Tokyo. The resulting contract(s) will have a five-year ordering period. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid and is not construed as a commitment by the Government for any purpose. GENERAL INFORMATION In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. NAVFAC FE, Public Works Department (PWD) Yokosuka, Facilities Engineering and Acquisition Division (FEAD), is seeking to identify qualified, experienced, and interested businesses capable of performing the type of work as described herein. The North American Industry Classification System (NAICS) Code for this procurement is 236220, Commercial and institutional Building Construction. Each task order will detail the specific scope of work, which may include, but is not limited to, office renovation, building demolition, built-in equipment repair/replacement, piping repair/replacement, pipe lagging, electrical work, mechanical work, road pavement, fencing, roofing, painting, site work, removal and disposal of lead based paint and asbestos containing material, welding and masonry. The Contractor will be required to furnish all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to perform various repairs, alteration, construction, and demolition work to shore facilities. The Contractor shall be expected to respond and have the capability to respond to several Requests for Proposal (RFP) in a short period of time and manage several construction projects simultaneously. This MACC will contain design-bid-build task orders, where the Contractor will perform the construction only. It is anticipated that multiple contracts, up to five (5) contracts, may be awarded, each for a term consisting of a five year ordering period. Task orders under these MACC Contracts are anticipated to range between 1,000,000 and 50,000,000. The not-to-exceed amount for the life of all the contract awards combined is $49,000,000. CONTRACTOR LICENSING REQUIREMENTS Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such license prior to award of any task order to the Contracting Officer if such information is not already on file with or available to the Contracting Officer. STATUS OF FORCES AGREEMENT The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I (b) of the SOFA. SUBMITTAL REQUIREMENTS Interested firms should submit Attachment 1: Statement of Interest Questionnaire. Respondents will not be notified of the results of the Navy s market research. NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
