Description
Request for Information (RFI) Technical Support Services Philadelphia Insurance Service (TSSPIS), Insurance Payment Services (IPS) IBM Mainframe Supports for VAIC The Department of Veterans Affairs Technology Acquisition Center is conducting market research to identify interested and capable vendors of performing the tasks described in the attached draft Performance Work Statement (PWS) for Technical Support Services Philadelphia Insurance Services. The Office of Information & Technology, Enterprise Program Management Office, Enterprise Program Management Division requires technical support services to perform application maintenance using IBM Mainframe COBOL, JCL and third-party software technologies, systems engineering, data architecture, and documentation support services. Services shall encompass release planning, systems/software engineering, enterprise networking, cyber security, and operations and maintenance. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Product Description. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. It is requested that all companies interested in participating in this effort submit a brief Capabilities Statement that clearly demonstrates the ability to provide the required technical support services as described in the DRAFT PWS. Your response must address capabilities specific to the services required in the attached PWS and must include the following: Name of Company: Cage Code and DUNS Number: Address: Point of Contact /Company Representative: Phone Number: Fax Numbers: Email Address: All vendors shall indicate their business size. All vendors shall indicate any Schedules held on General Services Administration (GSA) or Government-Wide Acquisition Contracts (GWAC) held on the National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP) V to assist in determining acquisition strategy. All vendors shall submit pricing estimates. The preliminary North American Industry Classification System (NAICS) assigned to this requirement is 541519 with a size standard of $27.5 million. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Therefore, this RFI is also issued to determine the availability of verified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) that are capable of securing adequate IT technical services to maintain IBM mainframe support as identified in the attached PWS.
