- INTENT TO SOLE SOURCE FAR 13.106(B) The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 10, Kettering, Ohio, intends to negotiate a sole-source Firm-Fixed Price Indefinite Delivery, Indefinite Quantity, base plus four (4) option years contract for the procurement of Fluidized Air/Liquid Bed Rentals for the Louis Stokes Cleveland VA Medical Center (LSCVAMC) with Hill-Rom., in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 13.106-1(b)(2), Soliciting from a Single Source on Purchases exceeding the Simplified Acquisition Threshold. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 18 January 2019 to Hill-Rom, 1069 State Route 46 East, Batesville, IN, 47006-9167. This is a Brand-Name Only requirement to satisfy the minimum requirements of the LSCVAMC Nursing Service. The requiring activity is in need of these items to properly treat patients with complex, advanced wounds that are difficult to heal. They are for use of advanced level stage III/IV wound ulcers, grafts and flaps, and burns or intractable pain. Market research determined that Hill-Rom is the only company that can provide these bed rentals for the Envella model. Specifically, these beds have the technology of actual fluidized air/liquid that combines with medical-grade, silicone-coated, beading technology along with temperature regulation. This technology has been proven to work on patients with stage III/IV pressure ulcers who have not shown healing progress on the simulated air/liquid technology beds. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a contractor believes it can meet the Government's requirement, it may identify its interest and capability to the contract specialist within three (3) calendar days of this publication by contacting Angie Carpenter at angie.carpenter@va.gov. Telephone inquiries will not be accepted. This announcement closes 24 December 2018 at 4:00PM EST. The interested contractors must identify their business size and socioeconomic category. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis.
