Description
1. Description. This Special Notice announces the posting of a Draft Request for Proposal (RFP) for the Recordkeeping Services Acquisition (RKSA). RKSA events were previously issued under the RFP number, TIB-2017-RFP-0001. It has been updated to TIB-2018-RFP-0012 and is issued under the authority of the Federal Acquisition Regulation (FAR) Part 9.104-2. 2. Introduction. The Federal Retirement Thrift Investment Board (FRTIB) has been seeking highly qualified contractors to support Thrift Savings Plan (TSP) Recordkeeping and to provide defined contribution managed services that will operate and manage the associated people, processes, and systems required to deliver TSP retirement services as defined in the Recordkeeping Statement of Objectives (SOO). The TSP serves more than 5 million active and retired participants and beneficiaries (estimated total of 8.9 million accounts including zero balance and inactive accounts as of February 2018) and will grow significantly over the next 5 years with the creation of the Blended Retirement system which has been implemented in 2018. 3. Scope. After conducting extensive Market Research, and further completing an Advisory Multi-Step viability assessment under FAR 15.202, the FRTIB determined that a minimum qualification requirement must be met in order to compete for the Recordkeeping Services Acquisition (RKSA) award. The Minimum Qualification process was conducted to select qualified vendors who are able to meet FRTIB's size and scale requirements for defined contribution / deferred compensation (DC/DC) retirement services. Passing the Minimum Qualification process was a mandatory prerequisite for interested vendors to receive the draft RKSA RFP. Vendors were notified directly in writing of a pass/fail of the Minimum Qualifications process for RKSA. 4. Draft RFP Access Instructions. Only vendors that meet the following requirements may have access to the Draft RFP documents for RKSA: a) Participated in and were notified of a RKSA Minimum Qualifications pass by the Contracting Officer, and b) Have completed and returned all required RKSA Non-Disclosure Agreements to the Contracting Officer. 5. Disclaimer. This notice does not constitute a solicitation for proposals. Potential Offerors are solely responsible for all expenses associated with responding to this notice and will not be reimbursed by the Government. 6. Instructions. Participating Vendors shall follow the instructions contained within Section L of the Draft RKSA RFP for the submission of questions/comments regarding the RKSA Draft RFP.
