Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. This acquisition will be solicited using the procurement process prescribed in Part 12 Commercial Items, Part 13.5 Simplified Acquisition Procedures, and Part 15 Negotiation of the Federal Acquisition Regulations (FAR). Solicitation 12653819Q0009 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. This is a small business set aside under NAICS code 325412. The small business size standard is 1,250 employees. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM registration. NOTE: All contractors must be registered in the System for Award Management (SAM) database, as required by FAR 4.1102, by the quote submission deadline. Information on registration may be obtained by visiting https://www.sam.gov. The U.S. Meat Animal Research Center is requesting a quote for the following items: 1. Pyramid 5 + Presponse SQ, 100ml, 50 dose - 12 ea 2. Cydectin, Pour on, 10 liter - 9 ea 3. Cydectine, Injectible (1% moxidectin) 500 ml - 2 ea 4. Bar Vac CD-T, 50 dose - 117 ea 5. Cylence (fly control), 96 oz - 7 ea 6. PregGuard Gold FP10, 10 dose - 27 ea 7. PregGuard Gold FP10, 50 dose - 18 ea 8. Pinkeye Piliguard 1 Trivalent, 10 dose - 17 ea 9. Pinkeye Piliguard 1 Trivalent, 50 dose - 15 ea 10. Clostridium Perfringens Types C & C Antitoxin, 250ml - 7 ea 11. Guardian, 10 dose - 286 ea 12. Guardian, 50 dose - 100 ea Items must be delivered to the U.S. Meat Animal Research Center in Clay Center, NE no later than 1/4/2019. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: EVALUATION FACTORS FOR AWARD 1. Offeror's Technical Solution 2. Past Performance 3. Price NOTE: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors and sub-factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 1, 2, 3. However, as non-price factors become closer in perceived equality, price consideration might become more important. The Government will evaluate quotes for award purposes, considering the evaluation factors above, and will award to that offeror whose proposal represents the best value to the Government. Questions related to this RFQ are due via email by 2pm CST, Dec. 26th, 2018 to Daniel Kinney at dan.kinney@ars.usda.gov. 3. Quotes must be submitted using the Standard Form 18 (attached) and emailed to Daniel Kinney at dan.kinney@ars.usda.gov by 5pm CST, Dec. 27th, 2018.
