- The Space and Naval Warfare Center, Atlantic Charleston, SC Code 22340 has a requirement for Wonderware Customer Standard Support Software Maintenance for Fuel Depot Software (PART Number ISS-E000) This software will be maintained at SPAWAR Systems Center, Charleston Customer Site ID: 92704 Address: 2921 Avenue B North Bldg 1639 N. Charleston, South Carolina 29419 Contract # 102032 POP: Start Date: Start Date: 31 December 2018 / End Date: 31-Dec-2019. The computer software provided by Wonderware is the industrial control system platform from which all of the Automated Fuels Handling Equipment 4.0 Supervisory Control And Data field devices are connected and in communication. Wonderware was selected as the software platform after much deliberation and consideration when the legacy platform, Factory Link, was purchased and promptly discontinued by their purchaser, Siemens, over 7 years ago. It has taken the Government five years to appropriately size and design Wonderware to accommodate the twenty-five AFHE fuel dispensing locations across the world. Any consideration of a replacement for Wonderware at this point in the life cycle would severely hamper the execution of the Industrial Control Systems & Applications Maintenance IPT tasking from the Defense Logistics Agency (DLA.) An alternative software platform would introduce re-engineering, system testing and integration and would cause a complete re-work of the Government's current efforts to achieve an Authority to Operate (ATO). Justification for Sole Source is attached. The Government will accept quotes from all responsible sources with the capability to provide the Wonderware Software Maintenance. All proposals will be evaluated based on Lowest Price Technically Acceptable. Technical acceptability for this request is defined as a proposal which must: (1) Provides pricing for the brand name part number requested; (2) Propose only the brand name part number requested; (3) Provide evidence that the offeror is an authorized reseller of the brand name manufacturer, and (4) Provide that delivery can be completed for the ordered item(s) 45 days after award. The Government reserves the right to process the procurement on Brand Name based upon the responses received. The Government will not pay for any information received.
