- Description
- The FAA has a requirement for the acquisition for Aeronautical Satellite Communications (SATCOM) annual subscription service for Hanger 6, Flight Operation Team for Gulfstream G-IV - N1, and Cessna 560XL - N2 and N3 aircraft. The FAA intends to award a single source Delivery Order against a GSA Contract to Satcom Direct Communications, Inc. in Herndon, VA. The total estimated value of the single source order is $225,000.00 for one year from date of award. The FAA Acquisition Management System authority is AMS 3.2.2.4 Single-Source Selection. The FAA may contract with a single-source when in the FAA ™s best interest and the rational basis for the decision is documented. The SATCOM subscription service is specifically required for compatibility with the satellite communications equipment, and is currently installed on the FAA ™s Gulfstream G-IV N1 aircraft used to transport the Department of Transportation Secretary, the FAA Administrator and other agency dignitaries, it is the only choice available to use on Cessna 560XL N2 and N3, as well. All Hanger 6 aircraft have the Global One number, which requires Plane Simple service, which is the web interface used for accessing connection logs, usage report, etc. Using another service provider would require changing all the contact information for the aircraft, which is expected to result in an interruption of service. Another provider would require all new aircraft communications antennas to include installation and approval for the use of this new SATCOM equipment from Gulfstream Service Bulletin along with installation agency capability or Supplemental Type Certificate (STC). Furthermore, multiple devices, to include but not limited to, Type F diplexer, Swift Broadband (SSB) capable avionics, SSB capable antenna, router would require replacement due to incompatibility with a different service. The communication equipment installed on aircraft (N1, N2 and N3) are specifically configured with Global One number and Plane Simple Access. This is the only number and web interface service acceptable to maintain the current aircraft equipment and capabilities without disruption in service and incurring additional cost. A competitive solicitation is not available for this procurement. All responses to this announcement must be received by 5:00 p.m. Central Tim, Friday, December 31, 2018.
