Description

The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Strategic Sourcing Acquisition Division (SSAD), located in Silver Spring, MD, intends to issue a solicitation for High Performance Computing (HPC) services in support of NOAA's Weather and Climate Operational Supercomputing System (WCOSS) Program, which functions out of the National Weather Service (NWS) - National Centers for Environmental Prediction (NCEP). This Pre-Solicitation Notice is posted in accordance with (IAW) Federal Acquisition Regulations (FAR) 5.204. This is not a Request for Proposal (RFP). The anticipated scope of the resultant contract is to provide supercomputing capability as a service, as well as to provide ancillary HPC supplies and service purchasing capability as needed. Supercomputing capability as a service encompasses the provisioning of contractor-owned resources, to include all necessary HPC components (i.e. labor, equipment, software, facilities, and utilities), to deliver operational supercomputing functionality and use as a severable service. Ancillary HPC supplies and service purchasing capability includes recurring and non-recurring item purchases, in addition to any supercomputing capabilities, delivered as a service.
