- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT In August 2018, The Naval Air Warfare Center Training Systems Division (NAWCTSD) located in Orlando, Florida, posted a Sources Sought Notice/Notification of Intent to Sole Source for a requirement to acquire additional T-45 Service Life Extension Program (SLEP) retrofit kits and associated Support Equipment (SE)/Special Tooling (ST), Original Equipment Manufacturer (OEM) engineering and logistics support, and initial spares for the requirements under the T-45 SLEP Phase II. This order is intended to be awarded by the end of FY 19. This has now changed to a one-year base period and one (1) option period that will allow procurement of retrofit kits for FY 20 and FY 21. The anticipated contract type is a delivery order from Boeing ™s Basic Ordering Agreement (BOA). NAWCTSD intends to issue a hybrid delivery order award comprised of Fixed-Priced and Cost Reimbursement Contractor Line Item Numbers (CLINs) to a single source under the statutory authority permitting other than full and open competition is Title 10 U.S authority of FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, by the end of FY19 to The Boeing Company (Boeing), Saint Louis, Mo based on a response received from the sources sought. The base period of performance/delivery period will be approximately one (1) year. NAWCTSD intends to award this requirement as a sole source to Boeing because Boeing is the original designer, developer, and manufacturer of the T-45 aircraft and its systems, as well as the owner of the Technical Data Package (TDP) of the airframe required for this effort. The Government intends to award a sole source delivery order to Boeing under Boeing ™s Corporate Basic Ordering Agreement, N00019-16-G-0001. Boeing is uniquely qualified to provide the deliverables in support of this requirement. It is NAWCTSD ™s intent to maximize subcontracting opportunities to the maximum extent practicable.
