Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Social Security Administration's (SSA) intent to issue, on a sole-source basis, a firm-fixed-price purchase order to American Psychiatric Association for access to their online subscription entitled "PsychiatryOnline Premium". Under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. PsychiatryOnline Premium is only available from its producer and manufacturer and not through dealers or distributors. The period of performance will be for twelve months, beginning January 1, 2019 through December 31, 2019. Library users will access the subscription via the Web through SSA's Digital Library, which resides behind the Agency's firewall and is password protected. Disability Determination Services (DDS) and the Office of Hearings Operations (OHO) staff will use this item to assist them in completing disability determinations and adjudicate disability claims related to mental impairments. This item is critical to reducing the disability case backlog.
