- Description
- The Space and Naval Warfare Systems Command (SPAWARSYSCOM), in support of the Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I), Communications and GPS Navigation Program Office (PMW/A 170), intends to award a sole source modification to contract N00039-11-C-0089 for Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS) under the authority of U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Raytheon Integrated Defense Systems (IDS), 8680 Balboa Avenue, San Diego, California 92123-1502. Contract N00039-11-C-0089 was competitively awarded to Raytheon IDS on 28 June 2011 for the development and production of the GPNTS system and included engineering support services. The contract period of performance is ten (10) years. GPNTS is a single Program of Record (POR) for U.S. Navy ships and shore sites. GPNTS is the next generation Positioning, Navigation, and Timing (PNT) system for the surface fleet and will replace the legacy PNT systems to include Navigation Sensor System Interface (NAVSSI) and Satellite Signals Navigation Set (AN/WRN-6(V)). The subject modification is will increase the contract ceiling by $5.1 Million for continued engineering support services, which include software defect resolution, address cyber security vulnerabilities, software engineering builds, test support to include environmental qualification and combat certification, developmental and operational testing, and program management. Raytheon IDS is the hardware and software developer of the GPNTS system, and is the only source capable of performing the critical support efforts described above, leading up to, and in support of, a successful GPNTS Initial Operational Test and Evaluation IOT&E event without an unacceptable delay to the Government. The Government estimates that a new contractor would take over a year to become familiar with the source code and establish a real time laboratory test environment in order to commence defect resolution and deliver software builds (verified by the Government) for integration onboard the IOT&E platform, resulting in a delay to the scheduled GPNTS IOT&E. Without a timely and successful IOT&E, GPNTS cannot enter into Full Rate Production (FRP) and a capability gap will occur for ships entering modernization or new construction.
