Description
Department of Veterans Affairs Veterans Health Administration Sources Sought Notice Obtain use of a firing range and classroom for the Manchester NH Department of Veterans Affairs Police Department This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Department of Veterans Affairs Manchester Police force is seeking an offsite location for the purpose of classroom based weapon safety and other relevant career field studies as well as a location for weapon qualifications to include live fire exercises. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: (Requirements are subject to change/revision) Objective: Locate an indoor firing range with classroom capabilities that meet the requirements of the VA Manchester Police Force Estimated usage 8 days closed range exercises per year (2 days per quarter). Introduction: VA Manchester Healthcare System Medical Center s Police Service requires the use of a (minimum) 25-yard firing range to provide firearms training and re-certifications to Manchester VA police officers. The Range shall: Located within 30 Miles of the VA Manchester Medical Center. Indoor range Two Reserved Range Days (closed to the public) per quarter preferably on Tuesdays specific dates to be worked out and confirmed with the customer (does the range need to be closed to the public for the times of training) Preferred months of availability  February, May, August & November for a total of eight (8) reserved range days per year from approximately 0800-1400 hours. Date and time alterations with advance notice and approval can be allowable. Shooting and moving tactical drills Close Quarter Battle Drills downrange Low light target engagement with and without a flashlight Minimum of 25-yard shooting distance required Required to use 9mm Ball/JHP ammunition (VA Police Force will provide) Required to use.556 NATO ammunition (VA Police Force will provide) Several times per year have the ability to schedule a range lane for a one on one qualification. This can be during public sessions.
