- REQUEST FOR INFORMATION (RFI) The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement as defined in the Draft Performance Work Statement (PWS). STRUCTURE AND SUBMISSION OF RESPONSES Contractors should respond to this RFI by January 10, 2019 by 2:00 PM EST via e-mail to Derek Devine: Derek.Devine@va.gov and Micha Kauzlarich: micah.kauzlarich@va.gov. Limit all responses to 5 pages single-sided, type-written pages using 11-point font or larger. Published literature may be any number of pages. DISCRIPTION OF SERVICES REQUIRED The VA employs a workforce of approximately three hundred and eighty thousand (380,000) Federal civilian employees. VA has approximately fifteen thousand (15,000) Workers Compensation (WC) cases that require various levels of management with an approximate annual cost of $200 million. There is high turnover of VA staff managing WC cases, with one third of the staff turning over each year. Since a complex level of skill sets is needed to manage and coordinate case activity administratively and given limited staff, VA is seeking a Contractor to implement and execute a centralized WC Case Management Program for an assigned group of these cases. The Contractor shall provide administrative case management services (but not medical case management services), in compliance with 20 Code of Federal Regulations (CFR) Part 10. A total of 300 VA WC cases will be assigned per year. Medical case management services are excluded. When a case is assigned, the Contractor shall determine the status of each case, including the adequacy of the documentation in the Department of Labor (DOL) Office of Workers Compensation Programs (OWCP) case file, the agency case file, and VA s corporate data system entitled Workers Compensation Occupational Safety and Health/Management Information System (WC-OSH/MIS). The Contractor shall prepare a status report on each case summarizing findings and providing recommended follow-up actions. The Contractor shall complete, track, and report on all actions taken by the Contractor in managing the case to resolution and monitor completion of OWCP s follow-up actions on the case.
