- This is a SOURCE SOUGHT NOTICE in support of the Boise VA Healthcare System in Boise, ID, for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Joshua Anderson at JOSHUA.ANDERSON2@VA.GOV. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by January 1, 2019, at 1600 PST. The Capabilities Statement for this source sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the Mann-Grandstaff VA Medical Center to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Federal Business Opportunity (http://www.fbo.gov). DESCRIPTION OF THE REQUIREMENT: 1. The Department of Veterans Affairs intends to solicit offers for Fire Suppression systems testing and inspection for the Roseburg VAMC. A Statement of Work (SOW) will be included in the solicitation. The Request for Quote number is VA260-17-Q-0632. 2. The solicitation will result in the award of a single contract. The resulting contract will be a firm fixed-price contract. The applicable NAICS code is 541350. 3. The intended contract period of performance is Oct 1, 2017 September 30, 2018. 4. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the FedBizOpps website, http://www.fbo.gov/. The tentative solicitation issue date is 08/21/2017, and the anticipated closing date is 09/01/2017. Interested offerors are advised to consult the actual solicitation for final dates and times. 5. Offers from all capable and responsible sources will be considered. Firms offering a response to this notice should ensure that their registration in the System for Award Management (SAM) database: https://www.sam.gov/portal/public/SAM/ is current and should ensure that the applicable NAICS code (811310) is included in the SAM profile prior to submission of quotations. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT AND REQUIREMENT S I. GENERAL PROCEDURE The Contractor shall provide Hotel Services for Patient Lodging for an estimated ten (10) pre approved patients per week for the VA Medical Center, Boise, ID. The rooms shall be fully furnished. If additional rooms are required and available they shall be provided at the same rate. The number of rooms required during the contract period maybe subject to increase and/or decrease, as the need arises. Veterans, as well as, significant others shall be referred to the Contractor's facility for lodging. Contractor shall be obligated to hold the rooms for patients until approximately 7:00PM every evening, Sunday through Saturday. II. CONDITIONS Only the cost of the daily room rate shall be the responsibility of the VA Medical Center, Boise, ID; all other costs for meals, incidentals, telephone calls or other amenities available at or delivered to the Veteran Beneficiary, shall be the sole responsibility of the Veteran Beneficiary at the time of checkout. These charges shall be paid for by the Veteran providing a credit card at time of check-in or by other methods of payment approved by the Contractor. III. ROOM RATES Room rates offered shall be single (1 bed) and/or double occupancy (2 beds), depending on the presence of a spouse, significant other and/or caregiver for each individual patient. Contractor shall provide a minimum of ten (10) standard rooms during the week and shall be located in a reasonably quiet, tranquil location within the facility. Contractor shall allow spouses, significant others or caretakers to stay with the patients, at no additional cost to the Veteran Beneficiary. IV. FACILITY All common areas, such as lobbies, hallways, restrooms and laundry rooms must be wheelchair accessible. Rooms shall be wheelchair accessible. In no case shall there be interior or access stairs in any of the rooms for the Veteran Beneficiary. Smoke detectors must be installed in each guestroom, office/storage area, hallway and other common areas -in accordance with the National Fire Protection Association (NFPA) standard 72. Facility shall comply with all City, County, State and Federal Building Codes and ordinances applicable to ownership and operation of the building in which the rooms are located. Facility shall be incompliance with the Hotel and Motel Fire Safety Act of 1990 (PL 101-391). Facility must be professional clean and sanitary Facility must meet the minimum fire safety requirements. Facility shall have an automatic sprinkler system, with a sprinkler head in each guestroom in compliance with the (NFPA) standards 13 or l 3R. Properties three stories or lower in height are exempt from the sprinkler requirement. V. SAFETY Buildings in which space is offered shall be evaluated in accordance with the latest editions of the National Fire Codes and the Uniform Building Codes. Maintenance by the Contractor of Contractor-owned fire extinguisher(s) shall be in accordance with the (NFPA) Standard No. 101. VI. ORDERING The Contracting Officer's Technical Representative (COTR) shall contact the Contractor daily and/or when required no later than 8:00 AM to reserve the rooms, Sunday through Saturday. This shall guarantee Boise Medical Center, Boise, ID the rooms required each day. The rooms shall be released back to the contractor, no later than 7:00 PM each day. VII. RESTAURANT/CONTINENTAL BREAKFAST Lodging facility shall be within walking distance of a reasonably priced restaurant. Contractor shal1 provide menus and/or listing of restaurants that are nearby to the hotel. The Contractor shall allow food to be delivered to their facility for the Veteran in the event that the Veteran cannot go get their own food. Lodging facility shall provide a daily continental breakfast available for the Veteran. VIII. CHECK IN I CHECK OUT The COTR shall inform the Contractor of the name and time each specific, VA-referred occupant is expected to be checking in/out of the hotel/motel via telephone. In the event a VA referred occupant refuses to leave the room, the Contractor shall immediately notify the COTR. Also in the event that a VA-referred occupant checks out of the hotel/motel without prior notice from the VA, the Contractor shall immediately contact the COTR at 24 hrs a day if needed and/or required. For the purposes of this contract, the Contractor shall use existing check-in/check-out times. Lodging facility shall provide a courtesy shuttle service for the Veteran. Pick-up & Drop offs available to the Boise Airport and to the Boise VA Medical Center located at 500 W. Fort St Boise, ID 83702 7 days a week per Veteran request. IX. EXTENTIONS I CANCELLATIONS The COTR shall have the option of extending VA patients stay at the agreed upon rate. In the event that the requested rooms are not needed and/or required, the COTR shall have the option to request same day cancellations at no additional cost to the Government and/or be penalized for last minute cancellations. The COTR shall cancel the rooms before 7:00PM each day. VA Medical center, Boise, ID shall not be charged for the rooms, unless they are utilized. X. DAMAGES The room occupant shall be liable for any damages occurred during occupancy. The VA Medical Center, Boise, ID shall not assume any liability for such damages or theft of property. These charges shall be paid for by the Veteran providing a credit card at time of check-in or by other methods of payment approved by the Contractor. XI. EMERGENCIES VA-referred occupants are afforded no special emergency privileges and shall be instructed to utilize local 911emergency services in the event of an emergency situation. If the Contractor becomes aware that a VA-referred occupant appears to be involved in an emergency situation of any kind, the Contractor shall contact local 911 emergency services and the COTR and/or appropriate VA representative. XII. INSPECTION AND ACCEPTANCE The hotel/motel facility shall be inspected by a team of VA employees cognizant with the requirements and appropriate standards prior to award of this contract or the exercise of any option periods. The Contracting Officer shall notify the Contractor POC prior to the inspections and set-up the date, times and make arrangements with the Contractor POC, COTR and/or his/her designee to inspect the Contractor facility. XIII. CONTRACTING OFFICERS TECHNICAL REPRESENTATIVE {COTR) Delegation of Authority letters shall be forwarded to the using service and the Contractor after agreement has been signed, identifying the individual(s) as the COTR(s). No service shall be provided without the approval of the COTR or his/her designee of this contract. The Contractor shall not accept any instructions issued by any other person(s) other than the Contracting Officer or his/her delegated representative acting within the limits of his/her authority. XIV. HOURS OF SERVICE This contract is a full service contract to provide Hotel Services for Patient Lodging for Veteran Beneficiaries, including National Holidays. NATIONAL HOLIDAYS: New Year's Day Martin Luther King's Birthday President 's Day I January Third Monday in January Third Monday in February Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Last Monday in May 4 July First Monday in September Second Monday in October 11 November 4th Thursday in November 25 December If a holiday falls on Sunday, the following Monday shall be observed as the National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government agencies. Also included would be any day specifically declared by the President of the United States of America as a National Holiday.
