- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The National Institutes of Health (NIH) intends to negotiate a contract on a sole source basis with AB Sciex LLC, Redwood City, CA. The contract is for the supply and support of refurbished Sciex TripleTOF 5600+ mass spectrometer. The high sensitivity time-of-flight (TOF) based LC/MS/MS mass spectrometry system is designed for high performance accurate-mass and high resolution with the speed and sensitivity to deliver triple quadrupole-like quantitation. This mass spectrometer is to be used by the National Eye Institute (NEI) to investigate the identity and amounts of proteins and lipids in eye tissues such as retina and retinal pigment epithelium. The instrument contains among others, the following differentiating features and benefits: 1. It combines high resolving power (30k) and mass accuracy (<3 ppm) with high MS/MS spectral acquisition rates (20 Hz), enabling a powerful LCMS/MS discovery platform for complex mixtures. 2. The instrument combines the best-in-class front end of SCIEX Triple Quad technology with the Accelerator TOF Analyzer, to deliver nominal mass and accurate mass benefits in a single platform. 3. The instrument has a TOF mass range of 40 kDaltons and a Q1 mass selection range of 5-1250 m/z. The instrument has a TOF-MS mass resolution and acquisition speed of ?35,000 (FWHM) at 956 m/z, using 50 ms accumulation time, and a TOF-MS/MS mass resolution and acquisition speed of ?25,000 (FWHM) at 195 m/z, and ?18,000 (FWHM) at 86 m/z, using 50 ms accumulation time. 4. The instrument must feature multiple flexible data acquisition workflows including TOF-MS; Information dependent acquisition (IDA) MS/MS; Data Independent sequential windowed acquisition of all theoretical mass spectra (SWATH�) Acquisition with fixed or variable Q1 isolation windows; and targeted MRMHR�workflows. These features allow for high performance qualitative and quantitative analysis on a single instrument. This instrument is manufactured and sold by AB Sciex LLC only. In addition, only the manufacturer can provide a Factory Refurbished/Service Certified TripleTOF 5600+ System along with training and support, the subject of this contract.� Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response.
