- This is a Sources Sought Notice for Potable Water required to treat dialysis patients. If potable water is not available from the city source, a water tanker and pump will be required to treat dialysis patients at the Fayetteville VAMC Dialysis Center, 2301 Robeson St, Suite 101, Fayetteville, NC 28305. Please respond if you have the ability and intent to complete this requirement. This Sources Sought Notice is intended to locate Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses. The NAICS Code for this requirement is 221310. This is not a Request for Quotation and quotes shall not be reviewed at this time. The Department of Veterans Affairs shall not be responsible for any costs incurred by the contractor as a result of this Sources Sought Notice. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. STATEMENT OF WORK TEMPORARY WATER TANKER SERVICES 1.0 BACKGROUND The Department of Veterans Affairs (VA), Veterans Health Administration (VHA) requires Temporary Water Services for VA Dialysis Center. The requirement includes temporary (potable) water and installation. This critical water service ensures safe and effective dialysis treatment for Veterans. 2.0 SCOPE The VA intends to award a contract to a Contractor capable of providing temporary (potable) water according to the specifications defined in this Statement of Work (SOW). The Contractor shall meet all the requirements of the SOW and have the ability to provide the required supplies and services to the Dialysis Center. Contract Duration: The base contract period is one (1) year from date of contract award for a Water Tanker supplying 6000 gallons of potable water and adequate pump for continuous supply to the building, during the period that city water is not available. Water supply should be in place within 24 hours of notice. 3.0 ONSITE WATER TANKER SERVICES: The following technical specification requirements are set forth for temporary water tank services purchased by VA under this contract: Water Tank Service Requirements: Shall meet the most recent standards for Dialysis Systems and water quality as defined by Advancement of Medical Instrumentation (AAMI), American National Standards Institute (ANSI), and the International Organization for Standardization (ISO), for dialysis water systems and dialysis water quality. The supplier shall verify that the water being delivered meets Environmental Protection Agency (EPA) drinking water standards. If the water supplied is safe for consumption, then it may be used as source water for a water treatment system. The source for emergency trucked water must come from an approved public water supply. Other sources of water (i.e., private well) can be used only if shown to be safe to use by bacteriological, and possibly chemical and radiological testing, and approved by the state drinking water authorities. Commercial milk or potable water tanker trucks are preferred. However, trucks designed for the transport of wine, vegetable oil, beer, or other food products may also be used. To ensure that water-hauling equipment is adequately disinfected before using, the tank or truck container, along with all hoses, pumps, and other equipment, must be cleaned and then sanitized by a sanitizer listed in 21 CFR 178.1010. These sanitizing solutions shall be used in accordance with the EPA-approved manufacturer s label use instructions. Normally, these sanitizers will be chlorine, iodine, quaternary ammonium, or acid-based aqueous solutions. If disinfectant other than a chlorine-based chemical was used, the supplier should ensure that the tank was thoroughly rinsed to remove residual disinfectant. A test should be done by the contractor to ensure minimal residual levels of the disinfectant. Water to be transported by tanker trucks should contain a free chlorine residual of about one part per million (1 ppm) and not more than 4 ppm at the beginning of the haul. This is done by adding 5-6 tablespoons (2.5 3 ounces) of common household bleach to each 1,000 gallons. 4.0 POST-TREATMENT AND DISTRIBUTION SYSTEM: An additional pressure pump may be needed. Sometimes the tanker truck or water buffalo will have a pump, but if not, the local system may not be able to push this water through the pre-treatment chain with enough pressure and volume to run the reverse osmosis (RO). a) Connect the tanker supply line to the local pre-treatment chain. Minimum requirements for pre-treatment include carbon filtration and monitoring for chlorine or chloramine breakthrough. b) Monitor carefully the water levels in the tanker to ensure an adequate supply of water for the entire dialysis treatment(s). As the water level in the tanker drops, try to secure a replacement tanker and get a water analysis of that water, to prevent further disruption of service. The Veteran Administration is required to give priority to SDVOSB and then VOSB concerns if there should be sufficient firms available to compete under a set-aside. If insufficient veteran owned small business responses are received, the acquisition will be set-aside for small business participation if there are sufficient firms available. If insufficient small business responses are received, the action will be advertised for full and open competition. Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at https://sam.gov/SAM/ to be considered for an award.
