- Letter of Intent to sole source The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a Sole Source Firm-Fixed Price contract for an Yucatan Swine the Richmond VAMC, with Sinclair Bio- Resources. This procurement will be in accordance with FAR 5.202(a)(13) and FAR 13.501(a), that permits the sole source acquisition of this name brand item. This is not a request for competitive offers and no solicitation is available. Market research has determined that this equipment is highly specialized and is only available via one source. The requested product will be procured without an unacceptable delay or duplication of cost and no other type of supply will satisfy agency requirements. The Government intends to award the contract with an effective date of January 02, 2020 to Sinclair Bio Resources, 562 State Road DD, Auxvasse, MO 65213. This is a Brand-Name Only requirement to satisfy the minimum requirements of the Richmond VAMC Research department. The requiring activity is currently in need of Yucatan swine is need for research of the IACUC approved protocol 02480 Validation of a Premature Ventricular Contraction-induced Cardiomyopathy on a Swine Model. Sinclair is the only vendor who provides Yucatan s with all characteristics that are required: Swine must weight 25-35 kg Swine can be either female or male Must be from a USDA Class A dealer Swine must have social conditioning prior to arriving at facility Vendor must provide transportation This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within three (3) calendar days of this publication by contacting Gordon Burns via e-mail at gordon.burns@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), woman owned business, service disabled veteran owned small business, veteran owned small business, and or a GSA Contract holder. The firm must also indicate whether they are an U.S. or foreign owned business. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
