- NOTICE OF INTENT The U.S. Fish and Wildlife Service (USFWS), Doral, FL hereby submits a notice of intent to award a sole source, Blanket Purchase Agreement (BPA) to South Florida Wildlife Center, Inc. (SFWC) located in Fort Lauderdale, FL. This contract action is for commercial services under NAICS code 812910, Pet Care (except Veterinary) Services for which the agency intends to solicit and negotiate with only one source under authority of FAR 6.302-1, Other than Full and Open Competition procedures and FAR 13.106-1(b), Simplified Acquisition procedures. This announcement is for notification that USFWS will be issuing a BPA to SFWC for all animals in their custody and any newly seized animals as of 12/31/2019. The BPA contract period is for one (1) year with a start date of 01/01/2020 and an estimated value of no more than $49,999.00. This requirement is to secure reliable, quality, humane care of wildlife seized by officers of the USFWS during the time period in which investigations related to these animal seizures can be resolved. Work includes husbandry care, cleaning, feeding, watering, daily monitoring, enrichment services, and reporting on health assessments, treatments, and overall condition of animals accepted at the facility. Law Enforcement personnel have been housing seized wildlife at the SFWC and it is necessary to ensure confidentiality is maintained so cases are not compromised. The contractor is familiar with the needs of the government and has the land, fenced in property, and security that is required for the care of these animals. The Center is a partner of the Humane Society of the United States (HSUS) and is accustomed to the general care, cleaning, feeding, watering, rehabilitation, and veterinary care services of animals accepted at the facility. This announcement constitutes the only notice. This is not a request for competitive quotes. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive.
