Description
The U.S. Army Corps of Engineers, New England District (NAE) is issuing this Sources Sought Announcement for remediation services at the PR-58 site in North Kingstown, Rhode Island. This announcement is to determine interest, availability and capability of 8(a), HUBZone, Service- Disabled Veteran-Owned, Women-Owned and other Small Business concerns. The NAICS code for the work described below is 562910 (750 employee size standard). �The estimated cost of the work covered by this sources sought is $50-$75 million. The solicitation is planned to be issued on or about October 2020.� The contract is scheduled to be awarded in June 2021. The PR-58 site (the site) was previously used by the U.S. Navy as a military camp from 1942 until the end of World War II, by the U.S. Army as the Nike Battery PR-58 from 1954 to 1962, by the U.S. Navy as the DVTA from 1964 to 1974, and by Peabody Clean Industries (PCI) for hazardous materials storage and treatment from 1980 to 1983. Historical operations conducted on the Property by these operations resulted in releases of hazardous materials and impacts to environmental media. In addition, multiple releases of contamination have been documented on sites located downgradient and unrelated to the site. It is likely that plumes from these sites have commingled with the plume that is a result of activities performed on the site.� The source area has been defined as the area of the site where chlorinated volatile organic compounds (CVOCs) have been identified at concentrations greater than 10,000 ug/Kg in soil and/or 70,000 ug/L in groundwater.� Investigations indicate that residual DNAPL is still present in the deeper unconsolidated overburden deposits and bedrock fractures in an area approximately 1/3 acre in size beneath the site.� The exact vertical and horizontal extents of the source area are not currently well defined with the limited data available. �The vertical extent consists of 25-45 feet of unconsolidated deposits underlain by approximately 40 feet of basal glacial till and weathered bedrock and at least 60 feet of competent bedrock with known contamination.� The total depth of the source area in the bedrock is not defined at this time but is estimated to be approximately 150-200 feet below ground surface (bgs). The U.S. Army Corps of Engineers, New England District has a future requirement based on the 2019 Decision Documents Former Nike Battery PR-58 And Disaster Village Training Area, Quonset Point Naval Air Station, North Kingstown, Rhode Island. NAE is currently embarking on a pre-design investigation for the source area remediation that includes: definition of the lateral and vertical limits of the treatment zone; testing to select the optimal thermal remediation technology; and assessments of the natural reactivity of the native rock with the chemicals of concern (relevant for future monitoring natural attenuation). The product of this pre-design investigation will be a 30% design of the source area thermal remedy. Project Requirements: The objective of this remediation is to aggressively remediate all impacted areas which includes the source area and the dissolved plume in the shortest timeframe and render the source area and vicinity suitable for unlimited use and unrestricted exposure (UU/UE) in the long term.� The following technologies are the selected remedy per the 2019 Decision Document: (1) in-situ thermal treatment using electric resistance heating (ERH) or thermal conduction heating (TCH), (2) in-situ reductive dechlorination (abiotic and/or biotic) throughout the plume, (3) monitored natural attenuation (MNA), (4) institutional land use controls (ILUC) and community involvement, and (5) five year reviews in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), documentation of project experience. Project experience.� Include projects demonstrating experience meeting remediation goals utilizing each of the following: Electric Resistance Heating Thermal Conduction Heating Soil Vapor extraction Reductive De-Chlorination Monitored Natural Attenuation Land Use Controls and Community Involvement Five Year Reviews under CERCLA. Include the whether the roles performed were by the prime or subcontractor(s). Project Team:� Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Subcontractor's experience must also have been performed within the last seven (7) years. Page Limit: Responses are limited to twenty (20) pages. Responses are due by January 24, 2020. Responses should be emailed to heather.skorik@usace.army.mil.� The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
