- NOTICE OF INTENT: The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Orbital Systems located in Irving, Texas on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for the procurement of a POES/MetOP Satellite Receiver Feed Chain to characterize the effect of this spectrum sharing scenario on the satellite-to-ground downlink (SDL. Specific Requirements for the POES/MetOP Satellite Receiver Feed Chain are as follows: � Technical Considerations: � Item 1.� BU 701-102 Custom L Band Component Feed Down-converter Receiver Chain; Quantity: 1 Each Item 2.� AE 990-247 Demodulator, LRD-200B, Low Rate, Rack Mount 1U; Quantity: 1 each � *Specifications, Technical Consideration, and Performance Specifications shall be in accordance with the attached specifications. � The NAICS Code is 334290- Other Communications Equipment Manufacturing, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Orbital Systems, LLC for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by January 14th, 2020. All responses to this notice of intent must be submitted to lia.arthofer@nist.gov no later than January 10th, 2019 at 2:30 p.m. MST.
