Contract W31P4Q-15-D-0015, Combat Capabilities and Development Command (CCDC) Aviation and Missile Center (AvMC) System Simulation Software and Integration (S3I) Aerothermal Aero-Optics Evaluation Center (AAEC) has a follow requirement which will allow them to continue receiving� unique and critical capabilities to the Department of Defense and U.S. Government in the hypersonic field through its facilities and expertise. �The Government minimum quantity to be awarded simultaneously with the base award shall consist of 91 labor hours and $10,000.� The contracts maximum quantity consist of 340,000 labor hours and $21,179,191 in Material, Travel, and Other Direct Costs. This action is necessary because higher than anticipated customer requirements resulted in accelerated issuing of available labor hours and associated material, travel and other direct costs. This action is pursuant to the authority of 10 U.S.C. 2304 (c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 , ""Only one responsible source and no other supplies or services will satisfy agency requirements�, this contract shall be awarded on an other than full and open competitive basis to CUBRC, Inc., as the only source that has the high-speed, high-pressure, aero-optics, aerothermal, aero-propulsion, and aerodynamics hypersonic testing expertise. �They have unique in-house instrumentation and sensor expertise which allow for capturing more data than other contractors. They have the specialized expertise for testing high mach speeds that no other contractor has. �Award to another source would result in substantial additional investment to the Government and unacceptable delays in fulfilling the agency's� requirement.��The incumbent contractor, CUBRC, Inc., 4455 Genesee Street, Buffalo, NY 14225-1928, is the only source with the technical knowledge, expertise, and infrastructure to provide the required level of uninterrupted support for continued operation of the AAEC. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
