SOLE SOURCE NOTIFICATION / REQUEST FOR INFORMATION Management and Mess Hall Attendant Services Marine Corps Base Hawaii, Kaneohe Bay � This is a sole source notification and Request for Information (RFI).� This RFI is issued solely for information and planning purposes.� It does not constitute a request for proposal (RFP) or a promise to issue an RFP in the future.� The RFI does not commit the Government to contract for any service whatsoever.� Furthermore, the Marine Corps is not currently seeking proposals and will not accept any unsolicited proposals.� Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI, and all costs associated with response to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, should one be issued.� If a solicitation is released, it will be synopsized on beta.SAM.gov.� The Government reserves the right to determine how it should proceed as a result of this notice. GOVERNMENT INTENTIONS The Government�s intention is to negotiate with only one source, the incumbent, under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, for a bridge contract extending management and mess hall attendant services.� The Marine Corps is currently enjoined by court order from awarding these services to other than the incumbent, Hawaii Department of Human Services, 1901 Bachelot St, Honolulu, HI 96817-2432, pending final resolution of arbitration conducted pursuant to the Randolph-Sheppard Act, 20 U.S.C. � 107 et. seq.� This will be a limited bridge contract with an anticipated two-month period of performance.� The intent of this RFI is to identify other companies who are fully capable and interested in participating in a possible future competitive contract for management and mess hall attendant services aboard Marine Corps Base Hawaii (MCBH).� Note that no competitive procurement is contemplated at this time, nor shall a competitive procurement be initiated, if at all, until final resolution is reached in arbitration, or such time that the Marine Corps is no longer enjoined by court order. Services to be procured include all management, administration, inventory control, food preparation, mess attendant, janitorial, cashier, service equipment maintenance and repair, and motor vehicle operation associated with the MCBH Food Service Program. �Services are performed at Anderson Hall and satellite facilities aboard MCBH, providing more than 2,500 meals per week to active duty personnel. �The NAICS code is 722310, Food Service Contractors.� Interested companies should provide information on the above services by e-mail to the point of contact listed below. �Submission should be the form of a statement of interest on company letterhead, not to exceed five pages, and include current contact information.� The responder must clearly identify any information it considers sensitive or proprietary. �All information received in response to this RFI that is marked �Proprietary� will be handled accordingly. �Responses to this RFI will not be returned.
