Description
The Ministry of Defense of the Republic of Bulgaria (MOD BUL) intends to issue an Invitation For Bid (IFB) with the subject: Design and Supervision for Projects 3AF31050 ""Provide new on-base JFSI for AAR"",�3AF3l051 ""Provide new aircraft parking and maintenance platform�, 3AF31052 ""Runway modernization"" under Capability Package CP 9Al301 ""Air-to-�air refueling assets in Allied Command Europe� and Project 3AF31053 ""Provide parking platform"" under Capability Package CP 9Al385 �Defensive and Offensive Air assets in SACEUR's AOR"" in Military Unit 28000 - Graf Ignatievo under NATO Program for Security Investments (NSIP). In order to bid on these projects, U.S. prime contractors AND U.S. subcontractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be nominated to the bidders list by the U.S. Government.�� The Department of Commerce is�using the reference IFB-MOD-BUL and all correspondence in the relation to the projects should refer to this reference.� If requested by the potential bidders to whom the IFB has been sent, a site inspection may be carried out in accordance with national procedures for access to the same and for a period specified by the host country. SUMMARY OF REQUIREMENTS Requirement l: Preparation of an investment project in the ""work project� phase and authorship supervision of Project 3AF31050 ""Provide new on-base JFSI for AAR� of a new 600-m3 fuel storage area with the relative facilities and a command building. It is envisaged the design of: One group of two over-ground steel vertical tanks 2 x 300 m3 (total capacity 600 m3) for the storage of JET aviation fuel with the relative equipment; Fuel transfer pumping station with the relative equipment; Drainage system with the necessary tanks for collection and removal of non-standard fuel drained from the tanks and facilities and its recycling; Fuel pipeline network related to hydrants under project 3AF31051 ""Provide new aircraft parking and maintenance platform�; Fuel pipeline from the existing railway landing to the new fuel transfer pumping station; Auto-hydrants for lower loading/unloading of tanker trucks and other activities. Requirement 2: Preparation of an investment project in the �work project"" phase and copyright supervision for Project 3AF3l051 ""Provide new aircraft parking and maintenance platform "". The projcct aims to build a new apron for parking, maintenance and inspection of 2 air-to-air refueling (AAR) aircraft, including the provision of taxiways, aerodrome and site lighting, a refueling hydrant system with connection to the fuel pipeline of the base, built under project 3AF3l050 - Provide a new on�base JFSI for AAR (""Provision of Fuel and Lubricants facilities�) and staff building. Requirement 3: Preparation of an investment project in the ""work project"" phase and authorship supervision of Project 3AF31052 �Runway modernization"".� It is envisaged: Modification of the existing runway along its entire length to be used by AAR aircraft. To be able to use the full length of the runway, taxiways are necessary to be provided connecting the runway ends. A hammerhead will be designed at the western end of the runway, which will allow the aircraft to turn over. The project also includes the implementation of all other necessary works such as an adaptation of the existing facilities (thresholds, lighting, ILS, marking). Carrying out an analysis of the need of repair of the pavement along the entire length of the runway, taking into account the impaired performance of the runway, the built of the lighting system elements in the changed configuration of the existing lighting system, the continuity of the pavement laying process and the need of building a new runway drainage system is required. The analysis will include cost estimates as well as technological and technical parameters. Requirement 4: Preparation of an investment project in the ""work project"" phase and copyright supervision for Project 3AF31053 �Provide parking platform "". The project envisages the construction of a platform for the deployment of two tactical fighter aircraft and a platform for the deployment of a transit transport aircraft suitable for hazardous materials. The platform for the deployment of two tactical aircraft will be approximately 2,500.00 m2. Taxiways are intended to be built up under project 3AF31051 and will be used to access the platform. The platform for the deployment of a single transit transport aircraft located at the northwestern end of the airport will be approximately 15,000.00 m2. It can be used for hazardous goods and, if necessary, provided for a berm. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. contractors to the bidders list.�� Before the U.S. Government can nominate a U.S. contractor to the bidders list for this procurement, the U.S. firm must be approved for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES U.S. firms must request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application) by 16 January 2020 MOD-BUL releases IFB (planned): 24 January 2020 Bid Closing: TBD
