Description
Appliance Maintenance and Repair Services This solicitation for commercial items (non-personal services) prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This solicitation is a Request for Proposal (RFP).� THIS ANNOUNTCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSAL ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01, dated 10 October 2019. This acquisition is a small business set-aside under North American Industry Classification Standards (NAICS) code 811412, Appliance Repair and Maintenance, with a size standard of $15M. The 413th Contracting Support Brigade, Regional Contracting Office Fort Wainwright Alaska, is seeking a source to provide supervision, personnel, equipment, tools, materials, transportation, and other items and other items for non-personal services to perform maintenance and repair of Government-owned appliances as defined in this Performance Work Statement (PWS) and the Technical Exhibit(s), except for those items specified as government-furnished property and services.� The Contractor shall ensure adequate staffing, sufficient parts and materials and other resources as necessary to provide services within the allotted response/repair time.� This will be a Firm Fixed Price contract with an anticipated start date for the base year of 19 February 2020. Period/Place of Performance.� In accordance with (IAW) the PWS, the work to be performed under this contract shall be on Fort Alaska IAW the PWS Attachment 1 of this solicitation. Mandatory Registration. �To be eligible for award, registration with the System for Award Management (SAM) must be current at the time of submitting proposals. �This requirement is not waived.� To register or apply please visit the SAM website at http://www.sam.gov. �If you are not registered, you may request an application at (866) 606-8220 between the hours of 6 am � 8 pm (Eastern Time). �The Contracting Officer will verify the Entity�s CAGE code prior to award. Submit prices for each CLIN with the exception of CLIN 7 with this proposal, to include price proposal for Option year line items to be considered a responsible prospective contractor. The failure of the Government to furnish such items in the amounts or quantities described in the schedule as ""estimated"" or ""maximum"" will not entitle the contractor to any equitable adjustment in price under the Government property clause of the contract. 0002��������������� Enhanced Service Calls��������� ���������� ��������������2�������� ����� Each ����������������������� Enhanced Service Call: Contractor shall repair appliances in accordance with PWS 5.1.2. Actual quantities may increase or decrease based on Government need.� Actual quantity may increase or decrease based on need. The Government is obligated only to the extent of authorized service calls. Quantities listed are estimates.� The failure of the Government to furnish such items in the amounts or quantities described in the schedule as ""estimated"" or ""maximum"" will not entitle the contractor to any equitable adjustment in price under the Government property clause of the contract. 0003��������������� Appliance Replacement������������� ��������115����� ����� Each ����������������������� Appliance Replacement: Contractor shall replace appliances in accordance with PWS 5.1.3. Actual quantity may increase or decrease based on need.� The Government is obligated only to the extent of authorized service calls. Quantities listed are estimates.� The failure of the Government to furnish such items in the amounts or quantities described in the schedule as ""estimated"" or ""maximum"" will not entitle the contractor to any equitable adjustment in price under the Government property clause of the contract 0004��������������� Dryer Vent Cleaning����������������� ��������532������ ����� Each ����������������������� Dryer Vent Cleaning: Contractor shall perform this service in accordance with PWS 5.1.4.� 266 dryer vent cleanings done 2 times per year (Annual Total:� 532).� Actual quantity may increase or decrease based on need. The Government is obligated only to the extent of authorized service calls. Quantities listed are estimates.� The failure of the Government to furnish such items in the amounts or quantities described in the schedule as ""estimated"" or ""maximum"" will not entitle the contractor to any equitable adjustment in price under the Government property clause of the contract. 0005��������������� Repair Parts���������������� ������ ������1�������� �������������� Each ����������������������� Repair Parts:� The Government is obligated only to the extent of authorized purchased parts actually made and installed on equipment and must be approved by the Government.� All parts used in maintenance and repair of appliances shall become Government property in support of repairs made under this contract.� See PWS 5.1.6. All parts included within this Item Number (CLIN) are listed on Attachment 2 J-14_Contract Price Proposal. The parts listing is not all-inclusive and repair parts may be added or deleted based upon updates to Government furnished appliances. 0006��������������� Refrigerant Removal�� ������ ����75�������������������� Each�� ����������������������� Refrigerant Removal:� Contractor shall remove refrigerant in accordance with PWS 5.1.9.� Actual quantities may increase or decrease based on need. The Government is obligated only to the extent of authorized service calls. Quantities listed are estimates based upon historical data. The failure of the Government to furnish such items in the amounts or quantities described in the schedule as ""estimated"" or ""maximum"" will not entitle the contractor to any equitable adjustment in price under the Government property clause of the contract. 0007��������������� Over and Above Work�������������� 1��������� ������������������� �Job ����������������������� Over and Above Work:� Repairs requiring effort or materials beyond that specified in para 5.1.1, 5.1.2, and/or 5.1.3 above shall be brought to the attention of the COR.� The Contractor shall provide a comprehensive, detailed proposal, upon Contracting Officer Request, which includes the cost of parts and labor, as well as an explanation of the problem at the time of the repair requirement is identified.� ��All repair work conducted under this CLIN will be first approved by the Contracting Officer before performance can begin.� Price to be negotiated by Contracting Officer.� This CLIN shall be priced per approved work request. 0008��������������� Contractor Manpower Report ����������� 1��������� Each��� The Contractor Manpower Reporting requirement is associated with the Office of the Assistant Secretary of the Army (Manpower and Reserve Affairs) requirement to obtain better visibility of the Contractor service workforce. The Contractor is required to enter data into the Contractor Manpower Reporting Application (CMRA) system as outlined in local information titled Contractor Manpower Reporting located with the clauses incorporated into the contract. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each Government fiscal year and must be reported by 31 October of each calendar year. Data must be accurate and complete and entered into CMRA during the data gathering period of every year, or part of a year, for which the contract is in force. �NOTE: Contractor can insert any amount up to the Government�s not to exceed price of $250 for this requirement. If the reporting of Manpower Equivalents is not separately priced, insert �NSP in the blank shown. Send copy of completed CMR to POC referenced in Block 16 on the contract. The current wage determination applicable to this procurement is WD 2015-5684 (Rev. 10), posted on www.wdol.gov on 12/23/2019. Offerors must provide a capability statement to include previous jobs that are similar in scope as it applies to this solicitation. �If additional information is required to support price reasonableness, each offeror may be required to provide additional information as needed.� The government reserves the right to use price analysis techniques in the proposal review process to determine if any pricing is unrealistically low and reflects a lack of understanding of the technical requirements or indicates a high risk of failure.� Failure to comply with the material terms of this solicitation may result in a proposal being determined unacceptable. �To be eligible for an award, contractor must be registered in the System for Award Management (SAM) database.
