- Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Aviation Operation Center- OMAO AOC require an upgrade to the Conference Room Video Wall System and its video telepresence suite. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NMAN6000-20-00264 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02 This acquisition is a total small business set-aside under NAICS code 334310, Audio and Video Equipment Manufacturing with a business size standard of 750 Employees Line items are as follows: CLIN0001 75� Auxiliary monitor, 24/7 rated 4K LCD, w/wall mount������������������������������� QTY: 1 Reason: A rear display that provides situational awareness for the presenter. CLIN0002 Dual channel digital wireless receiver/transmitter system��������������������������������� QTY: 1 with two wireless podium microphones. Reason: To provide wireless microphone options for presenter(s). CLIN0003 12x zoom HD VTC camera w/PTZ controls (ceiling mounted)������������ ����������� QTY: 1 Reason: To provide high quality live video for teleconferencing CLIN0004 ���� USB encoder to support soft codec use with the new camera� ��������������������� QTY: 1 and existing audio system on a GFE dedicated PC Reason: Provides capability to utilized other applications like Google Meets or Webex on an external PC. The system currently utilizes an existing Lifesize teleconferencing system to accommodate remote callers. Since AOC installed the Cinemassive system in 2017, the features provided by the Lifesize teleconference system integration have been insufficient. AOC wants to implement capabilities into the current system that allows for the use of other teleconferencing system, besides Lifesize. Also, there are additional capabilities to the Cinemassive system that AOC leadership would like to have that will provide better accommodations for individuals who are speaking and other functionality that will expand capabilities to use other teleconferencing options, such as webex, GotoMeeting, Google Meets, etc. AOC is procuring components outlined in the Technical Specifications along with installation and system validation services. DELIVERY SCHEDULE:� In order to ensure that we meet the required deadlines for moving personnel on site we need to have all equipment delivered no later than, 1 March 2020. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;� 4. Acknowledgment of Solicitation Amendments (SF-30), if any. 5. Address the ability of meeting the requirements per the Specifications. � All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 09:00 A.M. Eastern on January 14, 2020; any award resulting from this RFQ will be made based on best value when compared to past performance, availability, and price. Quotes and Documents stating past performance must be submitted to Christopher Baker at Christopher.Baker@noaa.gov Past Performance must be 3 jobs performed within the past 3 years on a NOAA Vessel, USCG Vessel, Naval Vessel, or Civilian/Research Vessels. Provide Point of Contact, Contract number, value and location. All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on January 12, 2019. Telephonic requests will not be honored. The anticipated award date is on or about January 16-20, 2020.� Contractors are encouraged to register with the beta.sam.gov, Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within beta.sam.gov where this synopsis/solicitation is posted).
